{"id":803884,"date":"2026-05-17T23:51:24","date_gmt":"2026-05-17T23:51:24","guid":{"rendered":"https:\/\/www.europesays.com\/us\/803884\/"},"modified":"2026-05-17T23:51:24","modified_gmt":"2026-05-17T23:51:24","slug":"as-coalition-collapses-around-him-netanyahu-revives-haredi-draft-exemption-bill","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/803884\/","title":{"rendered":"As coalition collapses around him, Netanyahu revives Haredi draft exemption bill"},"content":{"rendered":"<p>The coalition\u2019s ultra-Orthodox draft exemption bill has been placed back on the parliamentary agenda for Wednesday, with a discussion planned in the Knesset Foreign Affairs and Defense Committee to prepare the controversial legislation for the final two readings needed for it to pass into law.<\/p>\n<p>A separate discussion will also be held on a bill to extend the length of service for regular Israel Defense Forces conscripts.<\/p>\n<p>The announcement came shortly after Haredi political sources told the press that Prime Minister Benjamin Netanyahu\u2019s office offered to resume discussions in the committee in an effort to postpone elections until October, while the Haredim want a September date, during the High Holidays.<\/p>\n<p>Netanyahu\u2019s suggestion was rejected by the ultra-Orthodox, with Degel HaTorah spiritual leader Rabbi Dov Lando telling lawmakers \u201cnot to get drawn into political games and to support the dissolution of the Knesset this coming Wednesday.\u201d<\/p>\n<p>The move to resume deliberations on the bill also sparked harsh criticism from the anti-Netanyahu bloc, with Opposition Leader Yair Lapid denouncing it as an attempt \u201cto sell out Israel\u2019s security\u201d in order \u201cto gain a few more days in the Prime Minister\u2019s Office.\u201d<\/p>\n<p>\n\t\t\tGet The Times of Israel&#8217;s Daily Edition<br \/>\n\t\t\tby email and never miss our top stories\n\t\t<\/p>\n<p>\t\t\t\tBy signing up, you agree to the <a href=\"https:\/\/www.timesofisrael.com\/terms\" rel=\"nofollow noopener\" target=\"_blank\">terms<\/a><\/p>\n<p>Yashar chairman Gadi Eisenkot similarly dismissed \u201canother desperate attempt\u201d by the premier \u201cto buy himself a few more weeks in power at the expense of the national interest of strengthening the IDF during a war.\u201d<\/p>\n<p>The Haredim decided to <a href=\"https:\/\/www.timesofisrael.com\/haredi-factions-back-dissolving-knesset-increasing-chance-for-early-elections\/\" rel=\"nofollow noopener\" target=\"_blank\">push for the dissolution of the Knesset<\/a> last week after Netanyahu informed them that his coalition <a href=\"https:\/\/www.timesofisrael.com\/pm-said-to-ask-haredim-to-again-shelve-draft-exemption-bill-this-time-until-after-election\/\" rel=\"nofollow noopener\" target=\"_blank\">does not have a majority<\/a> to pass the controversial bill in the current Knesset, and suggested waiting until after the 2026 elections. They further rejected Netanyahu\u2019s <a href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/degel-hatorah-rejects-proposal-to-apply-continuity-to-draft-exemption-bill-halt-knesset-dissolution\/\" rel=\"nofollow noopener\" target=\"_blank\">proposal<\/a> allowing work on the bill to continue in the next Knesset under a proposed amendment to the Law of Continuity.<\/p>\n<p>\t<a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2023\/04\/F221228OF181.jpg\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3003942\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/F221228OF181-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><\/a><br \/>\n\t\tLikud\u2019s Benjamin Netanyahu, right, with UTJ MK Moshe Gafni in the Knesset on December 28, 2022. (Olivier Fitoussi\/Flash90)<\/p>\n<p>In an effort to control the timing of the dissolution, Netanyahu\u2019s coalition last week <a href=\"https:\/\/www.timesofisrael.com\/1st-vote-on-bill-to-dissolve-knesset-likely-next-week-as-opposition-coalition-jockey-ahead-of-elections\/\" rel=\"nofollow noopener\" target=\"_blank\">submitted its own bill<\/a> to dissolve the Knesset and trigger elections, a preliminary vote on which is widely expected to take place on Wednesday.<\/p>\n<p>Netanyahu <a href=\"https:\/\/www.timesofisrael.com\/netanyahu-said-seeking-to-dissuade-haredi-parties-from-backing-september-elections-date\/\" rel=\"nofollow noopener\" target=\"_blank\">warned<\/a> the ultra-Orthodox parties not to force early elections in September because such a timeline would \u201cendanger\u201d the right-wing bloc\u2019s chances of winning, Channel 12 reported Thursday. Elections must occur by October 27.<\/p>\n<p>The Haredi parties are widely reported to favor advancing elections to September 1, close to the High Holidays, assessing that the presence of students at yeshivas at the start of the school year, as well as potential voters attending Selichot rituals, will allow them to effectively canvas for votes and maximize their support.<\/p>\n<p>Some 80,000 ultra-Orthodox men aged between 18 and 24 are currently believed to be eligible for military service, but have not enlisted, despite a persistent IDF manpower shortage. The ultra-Orthodox parties have long demanded a law enshrining their communities\u2019 exemption from military service.<\/p>\n<p>This effort was kicked into overdrive after the High Court in June 2024 ruled that there was no legal basis for the Haredi yeshiva students\u2019 decades-long blanket exemption from the draft.<\/p>\n<p>The coalition\u2019s draft exemption bill \u2014 which would ostensibly increase military conscription in the Haredi community, but ultimately enshrines continued exemptions for full-time yeshiva students \u2014 is widely seen as <a href=\"https:\/\/www.timesofisrael.com\/legally-iffy-and-loophole-laden-new-haredi-draft-bill-a-recruitment-boon-for-yeshivas\/\" rel=\"nofollow noopener\" target=\"_blank\">legally iffy and loophole-laden<\/a> and has <a href=\"https:\/\/www.timesofisrael.com\/coalition-mks-tear-into-haredi-draft-exemption-bill-throwing-it-into-uncertainty\/\" rel=\"nofollow noopener\" target=\"_blank\">generated intense resistance<\/a> even among members of Netanyahu\u2019s coalition, leading to the current crisis.<\/p>\n<p>\t<a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/01\/IMG_9639.jpg\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3728323\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/IMG_9639-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><\/a><br \/>\n\t\tHaredim protest against military conscription in Jerusalem, January 6, 2026. (Sam Sokol\/Times of Israel)<\/p>\n<p>It was <a href=\"https:\/\/www.timesofisrael.com\/pm-and-smotrich-say-haredi-draft-exemption-bill-to-be-set-aside-to-help-fund-iran-war\/#:~:text=Opposition%20leaders%20gloat%20after%20finance,1\" rel=\"nofollow noopener\" target=\"_blank\">taken off the table<\/a> in March with the outbreak of the US-Israeli war with Iran. However, Knesset Foreign Affairs and Defense Committee Chairman Boaz Bismuth later announced that he would continue to advance it, although it failed to progress due to a last-minute <a href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/senior-haredi-rabbis-opposition-halts-knessets-renewal-of-talks-on-draft-exemption-bill\/#:~:text=Senior%20Haredi%20rabbi&#039;s%20opposition%20halts,Apr%202026%2C%2012%3A51%20pm\" rel=\"nofollow noopener\" target=\"_blank\">disagreement<\/a> with the United Torah Judaism party\u2019s Degel HaTorah faction\u2019s rabbinic leadership over the bill\u2019s contents.<\/p>\n<p>The news that committee discussions of the bill would resume was dismissed Sunday by both the coalition and opposition.<\/p>\n<p>\u201cLast week Bibi informed Degel HaTorah that he didn\u2019t have a majority for the bill. Today, he\u2019s making noise about wanting to pass it. What changed over the last week? Nothing. It\u2019s just an attempt to delay the election date,\u201d accused Motti Babchik, UTJ chairman Yitzhak Goldknopf\u2019s top aide, in a WhatsApp message to The Times of Israel.<\/p>\n<p>According to the ultra-Orthodox news site Kikar Hashabbat, Shas chairman Aryeh Deri told his party\u2019s lawmakers over the weekend that \u201cthe coalition failed to deliver our most basic and crucial law\u201d and \u201cwe have no choice but to bring about the dissolution of the Knesset and new elections as soon as possible.\u201d<\/p>\n<p>A Shas spokesman did not respond to a request for comment regarding the renewal of committee deliberations.<\/p>\n<p>\t<a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2025\/12\/F251202YS98.jpg\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3703091\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/F251202YS98-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><\/a><br \/>\n\t\tDeputy Foreign Minister MK Sharren Haskel attends a Foreign Affairs and Defense Committee meeting at the Knesset in Jerusalem, December 2, 2025. (Yonatan Sindel\/Flash90)<\/p>\n<p>Speaking with The Times of Israel, Foreign Affairs and Defense Committee member Moshe Tur-Paz (Yesh Atid) said that what the coalition \u201cdidn\u2019t do in two years won\u2019t happen in two hours. There\u2019s no way it\u2019s passing.\u201d<\/p>\n<p>Fellow committee member Tally Gotliv (Likud) also dismissed the return of the bill to the agenda, but laid the blame on the Haredim themselves, telling The Times of Israel that \u201cas long as [Degel HaTorah chairman Moshe] Gafni agrees to pass the law, the law will pass. Gafni doesn\u2019t want to pass the law, and therefore, in my eyes, this is only meant to prove that Gafni is not interested in the law.\u201d<\/p>\n<p>\u201cFor the past four days, they have been trying to cut deals in backrooms. I will not allow the state\u2019s security to be sold out like it was in Oslo.
