Each weekday, catch up on the 5 most pressing stories to start your morning in 3 minutes or less.  <\/p>\n<p>A state Assembly bill that would have mandated low-cost internet service has been shelved, temporarily scrapping the latest push to bring affordable, reliable internet options to the millions of Californians without access.<\/p>\n<p>Assemblymember Tasha Boerner,<b> <\/b>who represents part of San Diego county, said in a statement that she shelved <a class=\"Link\" href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202520260ab353\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">AB 353<\/a> last week because of President Donald Trump\u2019s <a class=\"Link\" href=\"https:\/\/www.ntia.gov\/other-publication\/2025\/fact-sheet-ending-biden-s-broadband-burdens\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">changes to the Broadband, Equity, Access and Deployment program<\/a>.<\/p>\n<p>\u201cAlthough I am pausing my bill for now, I am committed to working with my colleague Sen. [Mar\u00eda Elena] Durazo on her effort to expand the state\u2019s existing Lifeline telecommunications program to allow support for home internet access,\u201d Boerner said.<\/p>\n<p>What would AB 353 do?<\/p>\n<p>The bill, which <a class=\"Link\" href=\"https:\/\/laist.com\/news\/california-internet-affordable-broadband\" data-cms-ai=\"0\" target=\"_blank\" rel=\"noopener\">mirrors a similar New York law<\/a> that went into effect this year, would have required internet companies to offer subscription plans at $15 a month for qualifying low-income households.<\/p>\n<p>If passed, it would have paved the way for more low-income households to access the internet at faster speeds than other affordable plans currently offered at $30 a month.<\/p>\n<p>Advocates estimate that about 3.5 million Californians <a class=\"Link\" href=\"https:\/\/laist.com\/news\/some-families-are-losing-internet-access-as-immigration-sweeps-further-the-digital-divide\" data-cms-ai=\"0\" target=\"_blank\" rel=\"noopener\">lack access to the internet<\/a>, with the biggest barrier being affordability.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/lacounty.gov\/2023\/06\/22\/la-county-is-helping-residents-and-communities-bridge-the-digital-divide\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">In Los Angeles County<\/a>, officials estimate 311,000 households have access to the internet only through their cellphones, and 416,000 households have no access to the internet at all.<\/p>\n<p>How did we get here?<\/p>\n<p>The bill\u2019s withdrawal comes after <a class=\"Link\" href=\"https:\/\/apnews.com\/article\/digital-equity-act-trump-broadband-rural-diversity-90d1c8a618d289ecb16e1667194e37d7\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">Trump changed requirements under the Digital Equity Act<\/a>, which supported affordable internet legislation. It stripped certain protections such as low-cost service options and DEI-driven requirements.<\/p>\n<p>Boerner said the change introduced legal uncertainty and put at \u201cserious risk\u201d $1.86 billion in federal broadband infrastructure funding.<\/p>\n<p>\u201cPresident Trump\u2019s new rules only serve to benefit corporate internet service providers taking public subsidies at the expense of low-income Americans,\u201d Boerner said.<\/p>\n<p>Where does this leave California&#8217;s affordable internet?<\/p>\n<p>Shelving AB 353 leaves only one other state bill on the table to bring affordable internet to millions of Californians.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202520260sb716\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">SB 716 <\/a>would make broadband internet access a lifeline service, meaning providers that voluntarily offer at least one high-speed monthly plan at $30 can qualify for a subsidy.<\/p>\n<p>The bill was referred to the state\u2019s Committee on Appropriations. <a class=\"Link\" href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billHistoryClient.xhtml?bill_id=202520260SB716\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">You can find the latest developments here<\/a>.<\/p>\n<p>How are advocates reacting?<\/p>\n<p>Natalie Gonzalez, director of Digital Equity LA, said she is disappointed that Boerner blamed the Trump administration for pulling the bill.<\/p>\n<p>\u201cThe federal government isn&#8217;t going to save Californians when it comes to affordable and reliable internet,\u201d Gonzalez said.<\/p>\n<p>She said there isn\u2019t a pathway for federal funding to aid the affordability crisis in California, especially after the Affordable Connectivity Program ended last year.<\/p>\n<p>Instead, she hopes the state will step up.<\/p>\n<p>\u201cWe know that California has always really led the way on broadband equity with [Gov. Gavin] Newsom really recognizing that reliable internet is a civil rights issue, and hoping that we will continue this fight in the next legislative cycle,\u201d Gonzalez said.<\/p>\n","protected":false},"excerpt":{"rendered":"Keep up with LAist.
