Trump\u2019s earlier decision to withdraw forces from Germany came after sharp disagreements with Berlin over US military strikes on Iran and burden-sharing within NATO.<\/p>\n<p style=\"text-align: left;\">Rubio rejected suggestions that the moves were politically motivated. \u201cThese are not political decisions,\u201d he insisted. \u201cThis is all technical work that\u2019s being done by military people.\u201d<\/p>\n<p style=\"text-align: left;\">Still, he openly acknowledged that the US is reassessing its global posture as it balances commitments in Europe, the Indo-Pacific, and the Middle East.<\/p>\n<p style=\"text-align: left;\">\u201cThe United States cannot be everywhere at the same time,\u201d Rutte added, defending Washington\u2019s strategic recalibration.<\/p>\n<p style=\"text-align: left;\">Behind the scenes, NATO officials confirmed discussions are under way regarding the US contribution to the alliance\u2019s \u201cForce Model\u201d &#8212; the structure that determines which troops are available for rapid deployment in a crisis.<\/p>\n<p style=\"text-align: left;\">Neither Rubio nor Rutte would provide details, repeatedly describing the talks as \u201chighly classified.\u201d<\/p>\n<p><strong>Ukraine NATO Membership Still Elusive<\/strong><\/p>\n<p style=\"text-align: left;\">Ukraine remained at the center of the alliance\u2019s strategic thinking throughout the meetings.<\/p>\n<p style=\"text-align: left;\">Rutte confirmed that Ukrainian President Volodymyr Zelenskyy has been invited to attend NATO\u2019s July summit in Ankara, underscoring continued political support for Kyiv despite growing uncertainty about Ukraine\u2019s long-term path toward membership.<\/p>\n<p style=\"text-align: left;\">Rubio struck a cautious tone on prospects for peace negotiations with Russia, admitting talks so far had been \u201cnot fruitful.\u201d<\/p>\n<p style=\"text-align: left;\">\u201cIf we see an opportunity to pull together talks that are productive, not counterproductive, and that have the chance to be fruitful, we\u2019re prepared to play that role,\u201d he said.<\/p>\n<p style=\"text-align: left;\">At the same time, he argued the war was unlikely to end through outright military victory by either side.<\/p>\n<p style=\"text-align: left;\">\u201cThis war will not end with a military victory by one side or the other,\u201d Rubio said.<\/p>\n<p style=\"text-align: left;\">Even so, US officials emphasized that military support for Ukraine continues at a high level.
