HELSINGBORG, Sweden — US Secretary of State Marco Rubio ended a tense round of NATO talks in Sweden with a blunt message to European allies: Washington\u2019s military footprint on the continent will shrink over time, but the US insists its commitment to NATO\u2019s collective defense remains intact.<\/p>\n

Rubio\u2019s visit to the NATO foreign ministers\u2019 meeting in Helsingborg came amid mounting confusion over contradictory signals from US President Donald Trump regarding troop deployments in Europe, especially after Trump abruptly announced that 5,000 additional American troops would be sent to Poland just weeks after Washington revealed plans to reduce forces elsewhere in Europe.<\/p>\n

The uncertainty overshadowed much of the summit and exposed growing anxiety inside the alliance over whether Europe can still rely on the predictability of US security guarantees.<\/p>\n

Still, both Rubio and NATO Secretary-General Mark Rutte sought to project unity and strategic continuity, even as they acknowledged the alliance is entering a period of major transition.<\/p>\n

\u201cThis is not a decision that was made on the back of a napkin,\u201d Rubio told reporters, insisting that any reduction of American forces in Europe was part of a long-running strategic review coordinated with allies.<\/p>\n

\u201cThere\u2019s a broad recognition that there are going to be eventually less US troops in Europe than there have historically been,\u201d he said.<\/p>\n

\u2018Ironclad\u2019 Article 5 Reassurances Amid Russian Pressure<\/strong><\/p>\n

The dominant theme hanging over the meetings was Russia. Rutte moved aggressively to reassure nervous Eastern allies, warning Moscow against testing NATO resolve at a time of heightened military tensions around the Baltic region.<\/p>\n

\u201cLet me be crystal clear,\u201d Rutte said after the ministerial talks. \u201cAllies\u2019 commitment to Article 5 is ironclad. Our resolve and ability to defend every ally is absolute. Were anyone to be foolish as to attack us, the response would be devastating.\u201d<\/p>\n

The comments came after a series of alarming incidents involving drones, GPS interference, and alleged Russian jamming operations near NATO territory.<\/p>\n

Baltic governments have accused Moscow of redirecting Ukrainian drones into NATO airspace in what officials increasingly describe as a deliberate campaign of intimidation and hybrid warfare.<\/p>\n

Responding to a question from RFE\/RL, Rubio acknowledged Washington\u2019s concern over the incidents, warning about the risk of escalation.<\/p>\n

\u201cIt\u2019s a concerning thing, because you always worry that something like that can spark into something bigger,\u201d he said. \u201cWe\u2019re concerned about it, because we don\u2019t want it to lead to some broader conflict that can really lead to something far worse.\u201d<\/p>\n

Nordic and Baltic ministers jointly condemned what they called Russia\u2019s \u201cblatant disinformation campaign\u201d and accused Moscow of trying to destabilize NATO\u2019s northeastern flank through threats and provocations.<\/p>\n

The growing drone threat also exposed another uncomfortable reality: NATO still lacks a fully integrated counter-drone shield across its eastern frontier.<\/p>\n

Officials privately admitted the alliance is scrambling to adapt to the kind of drone warfare now dominating the battlefield in Ukraine.<\/p>\n

Troop Confusion Fuels Anxiety Across Europe<\/strong><\/p>\n

The most politically sensitive issue during Rubio\u2019s visit was the future of US troop deployments in Europe.<\/p>\n

European officials were left trying to decipher a series of conflicting announcements from Washington. Earlier this month, the Pentagon halted the planned rotation of thousands of troops into Poland while also signaling reductions elsewhere on the continent, including Germany.<\/p>\n

Then Trump unexpectedly declared on social media that 5,000 additional troops would instead be sent to Poland.<\/p>\n

The sudden reversal bewildered many NATO allies.<\/p>\n

\u201cIt is confusing indeed, and not always easy to navigate,\u201d Swedish Foreign Minister Maria Malmer Stenergard told RFE\/RL\u2019s correspondent.<\/p>\n

Polish Foreign Minister Radoslaw Sikorski attempted to calm concerns, thanking Trump for maintaining US troop levels in Poland \u201cmore or less at previous levels.\u201d<\/p>\n

But deeper unease persisted beneath the diplomatic language.<\/p>\n

European officials fear that troop deployments are increasingly being shaped by political disputes rather than long-term NATO planning. Trump\u2019s earlier decision to withdraw forces from Germany came after sharp disagreements with Berlin over US military strikes on Iran and burden-sharing within NATO.<\/p>\n

Rubio rejected suggestions that the moves were politically motivated. \u201cThese are not political decisions,\u201d he insisted. \u201cThis is all technical work that\u2019s being done by military people.\u201d<\/p>\n

Still, he openly acknowledged that the US is reassessing its global posture as it balances commitments in Europe, the Indo-Pacific, and the Middle East.<\/p>\n

\u201cThe United States cannot be everywhere at the same time,\u201d Rutte added, defending Washington\u2019s strategic recalibration.<\/p>\n

Behind the scenes, NATO officials confirmed discussions are under way regarding the US contribution to the alliance\u2019s \u201cForce Model\u201d — the structure that determines which troops are available for rapid deployment in a crisis.<\/p>\n

Neither Rubio nor Rutte would provide details, repeatedly describing the talks as \u201chighly classified.\u201d<\/p>\n

Ukraine NATO Membership Still Elusive<\/strong><\/p>\n

Ukraine remained at the center of the alliance\u2019s strategic thinking throughout the meetings.<\/p>\n

Rutte confirmed that Ukrainian President Volodymyr Zelenskyy has been invited to attend NATO\u2019s July summit in Ankara, underscoring continued political support for Kyiv despite growing uncertainty about Ukraine\u2019s long-term path toward membership.<\/p>\n

Rubio struck a cautious tone on prospects for peace negotiations with Russia, admitting talks so far had been \u201cnot fruitful.\u201d<\/p>\n

\u201cIf we see an opportunity to pull together talks that are productive, not counterproductive, and that have the chance to be fruitful, we\u2019re prepared to play that role,\u201d he said.<\/p>\n

At the same time, he argued the war was unlikely to end through outright military victory by either side.<\/p>\n

\u201cThis war will not end with a military victory by one side or the other,\u201d Rubio said.<\/p>\n

Even so, US officials emphasized that military support for Ukraine continues at a high level. Rubio insisted Kyiv was \u201cgetting more support than ever\u201d through ongoing security assistance programs.<\/p>\n

Rutte also suggested recent battlefield developments may be giving Ukraine modest momentum.<\/p>\n

\u201cThere are even reports that Ukraine is in net terms regaining territory,\u201d he said. \u201cI would not be too happy if I was {Russian President Vladimir] Putin today.\u201d<\/p>\n

NATO Heads Toward Ankara Facing Strategic Questions<\/strong><\/p>\n

As ministers departed Sweden, attention shifted toward the NATO summit scheduled for July in Ankara — a gathering increasingly viewed as a pivotal moment for the alliance\u2019s future direction.<\/p>\n

Rubio hinted that Trump wants major changes from allies, particularly on defense spending and burden-sharing.<\/p>\n

\u201cThere\u2019s never been a time in which there hasn\u2019t been a debate in American politics about what our presence and our contribution to NATO should be,\u201d Rubio said. \u201cNATO has to be valuable to the United States.\u201d<\/p>\n

The message was unmistakable: Europe is being asked to prepare for a future in which the US remains committed to NATO — but no longer carries the overwhelming share of the burden.<\/p>\n

For Eastern allies bordering Russia, however, the challenge is not merely financial.<\/p>\n

It is existential.<\/p>\n
