{"id":826264,"date":"2026-05-27T20:42:26","date_gmt":"2026-05-27T20:42:26","guid":{"rendered":"https:\/\/www.europesays.com\/us\/826264\/"},"modified":"2026-05-27T20:42:26","modified_gmt":"2026-05-27T20:42:26","slug":"chicagos-top-federal-prosecutor-brings-sweeping-grand-jury-reforms-amid-broadview-6-fallout","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/826264\/","title":{"rendered":"Chicago\u2019s Top Federal Prosecutor Brings &#8216;Sweeping&#8217; Grand Jury Reforms Amid &#8216;Broadview 6&#8217; Fallout"},"content":{"rendered":"<p class=\"wp-block-paragraph\">CHICAGO \u2014 The local U.S. Attorney\u2019s Office is instituting \u201csweeping internal reforms\u201d to its handling of grand jury proceedings after a high-profile case against a group of protesters crumbled due to prosecutorial misconduct, the office announced Wednesday.<\/p>\n<p class=\"wp-block-paragraph\">Andrew Boutros, U.S. Attorney for the Northern District of Illinois, said the reforms are the \u201cthe most substantial and significant internal changes\u201d the office has seen in decades, adding that they will make the grand jury process \u201cmore transparent, effective, and impactful while greatly reducing the likelihood of mistakes and errors.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The reforms took effect Tuesday for all grand jury proceedings in the Northern District of Illinois, according to Boutros\u2019 statement.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The changes come after the federal government\u2019s case against six people who participated in protests outside the Broadview immigration processing facility last year fell apart when a <a href=\"https:\/\/blockclubchicago.org\/2026\/05\/21\/trial-date-for-broadview-protesters-vacated-just-days-ahead-of-expected-start\/\" data-wpel-link=\"internal\" rel=\"nofollow noopener\" target=\"_blank\">judge uncovered misconduct<\/a> in how prosecutors handled the grand jury process. The extraordinary admission has led to legal fallout for Boutros\u2019 office, with other people facing federal charges now calling into question the office\u2019s practices in an effort to get their cases dropped.<\/p>\n<p class=\"wp-block-paragraph\">The most specific change outlined includes more in-depth education about grand jury presentations as well as \u201cextensive, deep-dive\u201d training from national experts outside the U.S. Attorney\u2019s Office, Boutros said.\u00a0<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/VERT-broadview-protesers-1024x682.png\" alt=\"\" class=\"wp-image-1027270\"  \/>Brian Straw, Kat Abughazaleh, Andre Martin and Michael Rabbitt (from left to right) at Everett McKinley Dirksen Federal Building in the Loop on May 18, 2026. Credit: Colin Boyle\/Block Club Chicago<\/p>\n<p class=\"wp-block-paragraph\">Boutros said these changes make his office \u201camong, if not the leading district in the country grand jury disclosures.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cThese remediations should also be deeply curative and put to rest once and for all the divergent practices that have existed across the Office for decades,\u201d he said. \u201cIt also should all but eliminate points of contention between federal prosecutor and defense counsel as it relates to these grand jury issues.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Boutros\u2019 announcement follows a tumultuous few days for his office.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Last week, <a href=\"https:\/\/blockclubchicago.org\/2026\/05\/21\/trial-date-for-broadview-protesters-vacated-just-days-ahead-of-expected-start\/\" data-wpel-link=\"internal\" rel=\"nofollow noopener\" target=\"_blank\">a federal judge learned about prosecutorial \u201cmisconduct\u201d<\/a> during the grand jury proceedings that allowed the government to charge six people with felony conspiracy charges stemming from a protest outside the U.S. Immigration and Customs Enforcement facility in Broadview last fall.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">In October, prosecutors charged Cat Sharp, Jocelyn Walsh, Brian Straw, Kat Abughazaleh, Andre Martin and Michael Rabbitt with felony conspiracy and misdemeanor counts of impeding federal officers outside the ICE facility. Prosecutors then dropped all charges against Walsh and Sharp before dropping the felony charge against the remaining four and proceeding with the misdemeanor charge.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">But days before trial would\u2019ve started, the remaining charges were dismissed after defendants and their attorneys learned about \u201cerrors\u201d prosecutors made during the grand jury proceedings.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The misconduct included improperly dismissing jurors, one of the prosecutors having an interaction with a juror outside of the grand jury proceedings and vouching \u2014 which refers to an attorney making a guarantee in front of a jury to a witness\u2019 reliability or truthfulness, a determination that can only be made by grand jury members.<\/p>\n<p class=\"wp-block-paragraph\">Defense attorneys and their clients immediately blasted the prosecutors for their misconduct, saying it further increases distrust in government and is an example of the federal government weaponizing the justice system.<\/p>\n<p class=\"wp-block-paragraph\">The fallout from the case is ongoing.
