(Department of Defence)<\/p>\n<p class=\"paragraph_paragraph___QITb\">HMAS Penguin is among the most high-profile and contentious sites listed for divestment as <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-02-04\/government-eyes-off-fire-sale-of-historic-defence-properties\/106303044\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106303044\" rel=\"nofollow noopener\" target=\"_blank\">the Australian Defence Force (ADF) tries to claw back funds to fill critical capability gaps<\/a> and redirect investment for infrastructure supporting the AUKUS program.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The 16-hectare site on Middle Head in Sydney Harbour is still an operational naval base containing heritage-listed buildings and six hectares of pristine Sydney red gum forest.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Since Defence Minister Richard Marles announced the divestment plan in February, support has been growing for HMAS Penguin to be <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-03-16\/defence-sale-victoria-barracks-hmas-penguin-under-scrutiny\/106460046\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106460046\" rel=\"nofollow noopener\" target=\"_blank\">protected from developers before it becomes another &#8220;millionaire&#8217;s row&#8221;<\/a>.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Veterans, housing, heritage and community organisations have been packing into Save HMAS Penguin public meetings in recent weeks.<\/p>\n<p class=\"paragraph_paragraph___QITb\">And local MPs and councils have voiced concerns that, once lost, the land &#8220;cannot realistically be recovered&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It appears Mr Albanese shared those concerns not long ago.<\/p>\n<p>Comments a &#8216;contradiction&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">In a 2021 parliamentary speech, Mr Albanese warned against governments selling land surrounding Sydney Harbour.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-03-16\/defence-sale-victoria-barracks-hmas-penguin-under-scrutiny\/106460046\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Paul Keating says Defence is trying to &#8216;vandalise the national estate&#8217;<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Opposition is growing to the federal government&#8217;s plan to sell scores of defence properties to reduce maintenance and repair costs, as locals fight back.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;When you travel overseas and you look at what has happened around foreshores \u2026 it is hard to think of a comparison whereby the Australian egalitarian spirit is reflected by the fact that so many Australians have access to the land around Sydney Harbour,&#8221; he told parliament.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;There are attempts from time to time to undermine that \u2026 to essentially have Sydney Harbour and its beautiful assets \u2026 for sale.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In the same speech, Mr Albanese specifically referenced previous attempts to privatise harbour assets, including Cockatoo Island, and &#8220;critical assets&#8221; at Middle Head, where HMAS Penguin is.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He also quoted the late Tom Uren, a former Labor deputy leader and mentor to Mr Albanese, who argued the harbour foreshore &#8220;belongs to the nation&#8221;.<\/p>\n<p><img decoding=\"async\" alt=\"A middle-aged man in a suit with glasses speaks behind a microphone-laden lectern in front of the Sydney Opera House.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/06\/a63af6b8898e03e60944bc72662054e1.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Anthony Albanese once warned about selling Defence sites surrounding Sydney Harbour. (AAP Photo: Bianca de Marchi)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Albanese made similar comments in 2000, arguing the Sydney Harbour Federation Trust Bill should be &#8220;revisited down the track&#8221; because the deal allowed &#8220;the federation trust lands to be sold out to private interests&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Anyone in my electorate can catch public transport across the harbour and go for that magnificent walk, which starts at Bradleys Head,&#8221; he said.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It is a great opportunity and everyone walking along there, whether you are a millionaire or a pensioner, gets the same view. (Supplied: Naval Historical Society of Australia)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The ABC asked the Prime Minister&#8217;s office about his earlier calls to protect the land.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The independent Defence Estate Audit identified properties that had become too costly to maintain, with many sites underused, vacant, unsafe or unserviceable, with no direct contribution to ADF capabilities,&#8221; luxury development.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;In a location like this, a sale aimed at maximum return will almost certainly guarantee luxury housing or high-rise accommodation,&#8221; the council said in a senate submission.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Defence Department said <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-05-07\/victoria-barracks-defence-assets-sale-divest-community-responds\/106625492\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106625492\" rel=\"nofollow noopener\" target=\"_blank\">the government was committed to preserving and enhancing public access <\/a>to the &#8220;historically significant sites&#8221;
