{"id":842648,"date":"2026-06-04T00:48:22","date_gmt":"2026-06-04T00:48:22","guid":{"rendered":"https:\/\/www.europesays.com\/us\/842648\/"},"modified":"2026-06-04T00:48:22","modified_gmt":"2026-06-04T00:48:22","slug":"houston-homeless-hub-now-open-under-soft-launch","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/842648\/","title":{"rendered":"Houston homeless hub now open under soft launch"},"content":{"rendered":"<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\"><strong>HOUSTON<\/strong> \u2013 Houston\u2019s homeless services hub at 419 Emancipation Avenue is now operating under a soft opening after months of questions about when the facility would begin serving clients.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">City leaders said about 80 people are currently staying at the facility, which is operated by the Harris Center and designed to connect people experiencing homelessness with medical care, mental health services, substance abuse treatment and other wraparound support.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The facility has been described by city officials as a \u201cfront door\u201d for homeless services, with the goal of helping people transition off the streets and into permanent housing, employment and long-term support.<\/p>\n<ul class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 etvbxt font_openSans articleList\">\n<li class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Stack-vJ7SwH7U__StackBase-sc-1m5bkhd-0 evEXvX dsnUCb\"\/><\/ul>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">During Wednesday\u2019s City Council meeting, Mayor John Whitmire said the number of people staying at the facility is growing.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cAnd when will it be fully open for the full capacity? We\u2019ll let you know. We\u2019ll let you know. Okay, it\u2019s building up daily. It was 60 earlier this week. It\u2019s 80 now. Just as rapidly as possible,\u201d Whitmire said.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Council Member Joaquin Martinez said the center is designed to help people enter services and eventually move into more stable housing.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cLast week the 27th, so 419 Emancipation has always been seen as a front door that has an exit door as well, so there\u2019s a lot of wraparound services. Harris Health is operating the location,\u201d Martinez said.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Officials say the hub is built to serve people with complex needs, including mental health and substance abuse challenges, by providing medical care and wraparound services all in one location.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The facility can eventually house nearly 200 people, but some council members said they want to see whether the center reaches capacity in the coming months.<\/p>\n<ul class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 etvbxt font_openSans articleList\">\n<li class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Stack-vJ7SwH7U__StackBase-sc-1m5bkhd-0 evEXvX dsnUCb\"\/><\/ul>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Councilman Edward Pollard raised concerns about whether people experiencing homelessness will choose to use the facility, especially given the city\u2019s investment in the project.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cBut if the beds are available and no one is showing up, that\u2019s a concern because we have invested all of our money for homeless outreach and homeless services primarily into this facility. And if it\u2019s not something that the homeless population wants to take advantage of, that\u2019s a concern,\u201d Pollard said.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">On Wednesday, City Council discussed additional funding connected to law enforcement and security operations at the site.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">HPD\u2019s Homeless Outreach Team is relocating to the facility. METRO Police, constables, deputy sheriffs and HPD are also expected to have a presence there.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">During the meeting, city leaders said the officers assigned to the site are trained to work with people experiencing homelessness.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cLaw enforcement who\u2019s on-site, this is their second job. You know, they work their full-time job and this is their second job. So they\u2019re very much committed.
