TIVAT, Montenegro (AP) \u2014 Leaders from across the European Union and the Balkans gathered in Montenegro on Friday to discuss expanding the bloc to include countries in the region, seen as a key area in countering security and economic threats posed by Russia and China. <\/p>\n
The EU-Western Balkans summit, being held in the Adriatic Sea coastal town of Tivat, brings together EU leaders including President Emmanuel Macron of France and German Chancellor Friedrich Merz, European Commission President Ursula von der Leyen as well as the heads of candidate countries in the Balkans. <\/p>\n
High on the agenda will be Montenegro\u2019s EU accession. The bloc has already formed a working group to draft an accession treaty for the country, a signal that membership is within reach<\/a>. <\/p>\n Security was heavy across Montenegro after the National Security Agency said it had foiled a plot to disrupt the summit<\/a> and had turned away 87 Serbian nationals after they arrived in Tivat on a chartered flight because they posed \u201ca risk for internal and national security.\u201d<\/p>\n Police issued lengthy and expansive road closures on Thursday and on the morning of the summit as delegations arrived and moved around. The closures resulted in hourslong halts to traffic in the coastal region and as far as the capital Podgorica, some 50 miles (80 kilometers) away.<\/p>\n Enlargement to boost economy and defense<\/p>\n Adding members to the bloc for more single market economic benefits and stronger security capabilities has gained increased urgency in recent years as the continent has faced a series of challenges, such as lopsided trade with China<\/a>, migration pressures<\/a>, the war in Ukraine<\/a> and increasing hybrid threats from Russia<\/a>. <\/p>\n The EU has signaled its commitment to expanding into the Western Balkans, where it has urged candidate countries such as Montenegro to carry out reforms like cutting corruption and shoring up democratic institutions \u2014 steps viewed as benefiting both the candidate nations and the EU as a whole. <\/p>\n \u201cEnlargement means that we can win economically, become stronger politically, we can provide more security to our citizens,\u201d said European Parliament President Roberta Metsola.<\/p>\n In a post on X, Merz said the bloc wants the Western Balkan countries to join the EU \u201cas quickly as possible.\u201d<\/p>\n \u201cThe fact that we haven\u2019t admitted any new members in 13 years also shows shortcomings of the EU,\u201d he wrote. \u201cWe want to overcome those today.\u201d <\/p>\n As wars rage in Ukraine, Iran and the Middle East, and Europe\u2019s security has come under question with the United States viewed as less committed to its NATO allies, EU countries have pushed to boost their military capabilities to ward off future threats. <\/p>\n During a tour of countries in the Western Balkans this week, European Council President Antonio Costa, who is hosting the summit, has emphasized<\/a> how serious the bloc is about enlarging.<\/p>\n Speaking in Serbia on Thursday after meeting with Serbian President Aleksandar Vucic<\/a>, Costa said the EU would look for new ways<\/a> to speed up the membership process for the Western Balkan candidate countries. <\/p>\n In times of \u201cglobal geopolitical uncertainty and economic instability,\u201d Costa said, enlarging the EU is \u201cnot just an opportunity. It is a geostrategic necessity for Europe.\u201d<\/p>\n Many now aspire to join the bloc<\/p>\n Montenegro, a small, mountainous country that was once a part of Yugoslavia and which this week marked the 20th anniversary<\/a> of its independence from a union with neighboring Serbia, is considered a front-runner ahead of the region\u2019s other candidate countries of Albania, Bosnia-Herzegovina, Serbia, Kosovo and North Macedonia. <\/p>\n After joining NATO in 2017, the country of 623,000 people is now set on fulfilling an ambitious agenda of becoming the 28th member of the EU in 2028. The motto \u201c28 by 28\u201d has even been inscribed on one of the planes of Montenegro\u2019s national airline.<\/p>\n All 27 EU members must agree before each chapter can be opened, and then again for it to be closed. Ukraine and Moldova are also among about 10 countries aspiring to join the bloc, while Iceland will hold a referendum<\/a> in August on whether to apply.<\/p>\n Serbian leader Vucic said he had high hopes for the summit and accession paths for Balkan countries after recently meeting with EU leaders like Merz and Macron.<\/p>\n \u201cWe will see a lot of progress of Western Balkan countries in the future. Of course, we need to do a lot of reforms,\u201d he said. \u201cWe are on our EU path.\u201d<\/p>\n Von der Leyen too called for quickening the accession process.<\/p>\n \u201cEnlargement is merits-based, but merits-based does not mean slow. We have to make the enlargement process faster and more credible,\u201d she said in Tivat. \u201cEnlargement means more security, more prosperity and a bigger place of Europe in the world.\u201d<\/p>\n New rules to avoid growing pains<\/p>\n Faruk Ba\u0161i\u0107, a researcher at the Brussels Institute for Geopolitics, said the summit will likely result in a rapid movement for Montenegro to join the bloc in 2028. It will also likely see new safeguards to ensure member nations don\u2019t break EU norms. <\/p>\n
