{"id":85444,"date":"2025-07-23T08:20:14","date_gmt":"2025-07-23T08:20:14","guid":{"rendered":"https:\/\/www.europesays.com\/us\/85444\/"},"modified":"2025-07-23T08:20:14","modified_gmt":"2025-07-23T08:20:14","slug":"man-dies-on-rikers-island-in-ninth-nyc-jail-related-death-in-2025","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/85444\/","title":{"rendered":"Man dies on Rikers Island in ninth NYC jail-related death in 2025"},"content":{"rendered":"<p>A man held in a <a href=\"https:\/\/www.google.com\/maps\/place\/rikers+island\/data=!4m2!3m1!1s0x89c2f5709046dedf:0x79738d4e275ea5b7?sa=X&amp;ved=1t:155783&amp;ictx=111\" target=\"_blank\" rel=\"noopener\">Rikers Island<\/a> jail died early Tuesday, the ninth city jail-related death in 2025, officials said.<\/p>\n<p>The man, who was identified late Tuesday as Edwin Quispe, 33, was found unresponsive in a bathroom at the <a href=\"https:\/\/www.nyc.gov\/site\/doc\/about\/facilities.page\" target=\"_blank\" rel=\"noopener\">Eric M. Taylor Center<\/a> and declared dead at 8:28 a.m., the officials said. The cause and circumstances are under investigation.<\/p>\n<p>The jail-related death toll of nine in 2025 has now matched that of 2023 and came as advocates <a href=\"https:\/\/www.vera.org\/news\/nyc-jail-deaths\" target=\"_blank\" rel=\"noopener\">rallied at City Hall<\/a> to protest the death of another detainee, Christian Collado, on July 9. There were five jail deaths in 2024, 19 in 2022, Mayor Adams\u2019 first year in office, and 16 in 2021, the final year of Mayor de Blasio\u2019s tenure.<\/p>\n<p>Collado, who had two open criminal cases, died of cancer in the Bellevue Hospital jail ward, officials and advocates said.<\/p>\n<p>Though Department of Correction officials said Collado\u2019s brother was with him at the end, Collado\u2019s lawyer Judah Maltz <a href=\"https:\/\/queenseagle.com\/all\/2025\/7\/9\/rikers-detainee-dies-day-after-atty-filed-for-his-release\" target=\"_blank\" rel=\"noopener\">told the Queens Eagle<\/a> that he pleaded with authorities, including the Queens district attorney\u2019s office, to support an earlier release as it became clear Collado was dying.<\/p>\n<p>\u201cFor Christian Collado, imagine spending your last days with terminal cancer incarcerated,\u201d Public Advocate Jumaane Williams said at the City Hall rally. \u201cThey denied Christian end-of-life care. That is inhumane and cruel. None of these people have been sentenced to cruel and inhumane treatment and none have been sentenced to death. (AP Photo\/Seth Wenig, File)<\/p>\n<p>Brendan Brosh, a spokesman for the Queens DA\u2019s office, countered that a judge ordered Collado held without bail despite the existing cancer diagnosis after his arrest for breaking into the home of an elderly woman and taking her wheelchair. Collado also had an open warrant from federal court in Pennsylvania.<\/p>\n<p>Brosh said Maltz only made a formal application for Collado\u2019s release on July 8, a day before his death.<\/p>\n<p>Meanwhile, in the state prisons, the reverberations of the 22-day prison strike earlier this year continue to linger. On Tuesday, the Legal Aid Society accused state officials of ignoring a court injunction <a href=\"https:\/\/www.nydailynews.com\/2025\/07\/02\/ny-prisons-must-comply-law-limiting-solitary-confinement-judge-says\/\" target=\"_blank\" rel=\"noopener\">aimed at forcing the<\/a>\u00a0state Department of Corrections and Community Supervision to fully implement the <a href=\"https:\/\/nyassembly.gov\/leg\/?default_fld=&amp;leg_video=&amp;bn=A02500&amp;term=2019&amp;Summary=Y&amp;Actions=Y&amp;Committee%26nbspVotes=Y&amp;Floor%26nbspVotes=Y&amp;Memo=Y&amp;Text=Y\" target=\"_blank\" rel=\"noopener\">HALT Solitary Confinement Act<\/a>.<\/p>\n<p>After the 22-day prison strike, which ended in early March, DOCCS officials suspended some elements of the law. Legal Aid sued in April, alleging inmates were being kept in their cells longer than the law allows, isolated and deprived of basic services, the lawsuit contended.<\/p>\n<p><img decoding=\"async\" class=\" lazyautosizes lazyload\" alt=\"The sign at the entrance to Rikers Island is pictured on April 6, 2023, in Queens. (Barry Williams for New York Daily News)<\/p>\n<p>On July 2, Judge Daniel Lynch in Albany ruled DOCCS could not invoke emergency provisions to suspend elements of HALT and keep inmates in their cells more than 17 hours a day or suspend programming and recreation in the prisons.<\/p>\n<p>Lynch set July 11 as the date the order became effective.
