But his path, from growing a family beverage business to leading global consumer product lines and eventually rising through the ranks at the <a href=\"https:\/\/www.dvirc.org\/\" rel=\"nofollow noopener\" target=\"_blank\">DVIRC<\/a>, has equipped him with a rare blend of commercial discipline, operational know-how, and relentless execution focus that is now powering Philadelphia\u2019s manufacturing resurgence.<\/p>\n<p>As President and CEO of DVIRC, Scafario has transformed the organization into a strategic command center for small and mid-sized manufacturers across the Delaware Valley. Under his leadership, DVIRC relocated its headquarters to the <a data-original-title=\"\" href=\"https:\/\/www.bizjournals.com\/philadelphia\/news\/2025\/09\/09\/dvirc-navy-yard-northeast-philadelphia-hq.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Philadelphia Navy Yard<\/a> in 2025, deliberately positioning itself at the heart of the city\u2019s maritime and defense industrial ecosystem.<\/p>\n<li\/>\n<p>The move was more than symbolic. It created a convening platform where manufacturers, universities, prime contractors, and government partners can move from ideas to implementation at speed. \u201cManufacturing is not simply about making things,\u201d Scafario says. \u201cIt underpins maritime dominance, aerospace leadership, energy security, AI deployment, and high-wage economic mobility.\u201d<\/p>\n<p>That belief, rooted in two decades of hands-on experience, drives everything DVIRC does. His work is also grounded in a clear operating conviction: economic security is national security.<\/p>\n<p><strong>From consumer brands to manufacturing\u2019s front lines<\/strong><\/p>\n<p>Scafario\u2019s career began in his family\u2019s beverage business, where he helped grow private-label operations dramatically through smart product development, branding, and sales execution\u2014all while earning his MBA from Thomas Jefferson University. He went on to manage multimillion-dollar product lines for global consumer giants including Cadbury, Schweppes, and Philips, sharpening his expertise in strategy, marketing, operations, and delivering measurable results.<\/p>\n<p>\u201cThat commercial background armed me with a unique perspective. I bring the same accountability and performance mindset I honed in consumer goods to the complex world of industrial support; helping companies improve margins, adopt new technologies, qualify for high-value supply chains, and create good-paying jobs,\u201d Scafario explains.<\/p>\n<p>He joined DVIRC in 2007 as Marketing Manager, initially as a third-party consultant, and quickly built the organization\u2019s Business Growth Services practice. Over the next two decades he rose through key roles: leading consulting operations, serving as Chief Operating Officer, and President; ultimately <a data-original-title=\"\" href=\"https:\/\/www.bizjournals.com\/philadelphia\/potmsearch\/detail\/submission\/6537899\/Christopher_Scafario\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">appointed CEO<\/a> by DVIRC\u2019s Board of Directors in late 2023.<\/p>\n<p><strong>Positioning Philadelphia as a defense and advanced manufacturing hub<\/strong><\/p>\n<p>One of Scafario\u2019s first major initiatives after stepping into the CEO role was architecting and rolling out the ambitious <a href=\"https:\/\/www.dvirc.org\/mfg-moonshot\/\" rel=\"nofollow noopener\" target=\"_blank\">2030 Manufacturing Moonshot<\/a>: a comprehensive operational framework designed to accelerate technology adoption, strengthen supply chains, modernize workforce systems, and drive plant-floor execution across Pennsylvania\u2019s IRC Network.<\/p>\n<p>\u201cThe solution is relentless, purpose-driven execution, not incremental reform,\u201d Scafario emphasizes.<\/p>\n<p><img class=\"richtext-image left\" data-original=\"https:\/\/media.phillyvoice.com\/media\/images\/Chris-Scafario-Headshot-1.width-500.jpg\" width=\"200\" height=\"204\" alt=\"Chris Scafario Headshot\"\/><\/p>\n<p class=\"article-image-caption\">Chris Scafario, President &amp; CEO of DVIRC.<\/p>\n<p>In conjunction with DVIRC\u2019s 2025 Navy Yard move, the organization launched the <a href=\"https:\/\/aicemfg.org\/\" rel=\"nofollow noopener\" target=\"_blank\">AI Center of Excellence for Manufacturers (AiCE)<\/a> to help manufacturers move from AI awareness to real results on the factory floor by boosting throughput, improving margins, and positioning smaller firms for higher-value precision supply chains.<\/p>\n<p>Workforce modernization efforts under his watch include AI-enabled upgrades to Pennsylvania\u2019s CareerLink infrastructure, helping place thousands of workers into precision manufacturing roles. In 2024 alone, DVIRC-supported initiatives helped hire and retain more than 6,400 workers in Southeastern Pennsylvania.<\/p>\n<p>Pennsylvania ranks as the sixth-largest manufacturing state in the nation, generating over $110 billion annually. The Delaware Valley already supports roughly 20% of the <a data-original-title=\"\" href=\"https:\/\/www.dvirc.org\/build-submarines\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Columbia-class submarine<\/a> supply chain. A longtime collector car enthusiast, he founded High Octane South Jersey in 2012, a charitable group that has mobilized hundreds of car enthusiasts from the Philadelphia and New York metro areas for large-scale toy and gift drives supporting children and families. The organization partners with groups like Deborah Heart and Lung Center and has distributed thousands of toys through Cars &amp; Coffee events and community rallies.<\/p>\n<p>That same ability to convene people around a shared purpose is emblematic of DVIRC\u2019s work at the Navy Yard that ripples through the region.<\/p>\n<p><strong>A vision for Philadelphia\u2019s future<\/strong><\/p>\n<p>Scafario is clear-eyed about the stakes.
