(AP) \u2014 The U.S. Olympic and Paralympic Committee has effectively barred transgender women from competing in women\u2019s sports, telling the federations overseeing swimming, athletics and other sports it has an \u201cobligation to comply\u201d with an <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/keeping-men-out-of-womens-sports\/\" target=\"_blank\" rel=\"noopener\">executive order<\/a> issued by President Donald Trump.<\/p>\n<p>The new policy, announced Monday with <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/assets.contentstack.io\/v3\/assets\/blt9e58afd92a18a0fc\/bltf456568858cc9c12\/USOPC_Athlete_Safety_Policy.pdf\" target=\"_blank\" rel=\"noopener\">a quiet change on the USOPC\u2019s website<\/a> and confirmed in a letter sent to national sport governing bodies, follows a similar step taken by the NCAA earlier this year.<\/p>\n<p>The USOPC change is noted obliquely as a detail under \u201cUSOPC Athlete Safety Policy\u201d and references Trump\u2019s executive order, \u201cKeeping Men Out of Women\u2019s Sports,\u201d signed in February. That order, among other things, threatens to \u201crescind all funds\u201d from organizations that allow transgender athlete participation in women\u2019s sports.<\/p>\n<p>U.S. Olympic officials told the national governing bodies they will need to follow suit, adding that \u201cthe USOPC has engaged in a series of respectful and constructive conversations with federal officials\u201d since Trump signed the order.<\/p>\n<p>\u201cAs a federally chartered organization, we have an obligation to comply with federal expectations,\u201d USOPC CEO Sarah Hirshland and President Gene Sykes wrote in a letter. \u201cOur revised policy emphasizes the importance of ensuring fair and safe competition environments for women. All National Governing Bodies are required to update their applicable policies in alignment.\u201d<\/p>\n<p>The National Women\u2019s Law Center put out a statement condemning the move. <\/p>\n<p>\u201cBy giving into the political demands, the USOPC is sacrificing the needs and safety of its own athletes,\u201d said that organization\u2019s president and CEO, Fatima Goss Graves.<\/p>\n<p>The USOPC oversees around 50 national governing bodies, most of which play a role in everything from the grassroots to elite levels of their sports. That raises the possibility that rules might need to be changed at local sports clubs to retain their memberships in the NGBs. <\/p>\n<p>Some of those organizations \u2014 for instance, USA Track and Field \u2014 have long followed guidelines set by their own world federation. World Athletics is considering changes to its policies that would mostly fall in line with Trump\u2019s order. <\/p>\n<p>A USA Swimming spokesman said the federation had been made aware of the USOPC\u2019s change and was consulting with the committee to figure out what changes it needs to make. USA Fencing changed its policy effective Aug. 1 to allow only \u201cathletes who are of the female sex\u201d in women\u2019s competition and opening men\u2019s events to \u201call athletes not eligible for the women\u2019s category, including transgender women, transgender men, non-binary and intersex athletes and cisgender male athletes.\u201d<\/p>\n<p>The nationwide battle over transgender girls on girls\u2019 and women\u2019s sports teams has played out at both the state and federal levels as Republicans portray the issue as a fight for athletic fairness. More than two dozen states have enacted laws barring transgender women and girls from participating in certain sports competitions. Some policies have been blocked in court after critics challenged the policies as discriminatory, cruel and unnecessarily target <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/transgender-athletes-gymnastics-trump-2ca928358c07aa85e5748c094b2aa81e\" target=\"_blank\" rel=\"noopener\">a tiny niche of athletes.<\/a><\/p>\n<p>The NCAA <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ncaa-transgender-athletes-0850b452de89674aeac7c6b1d8bce6d5\" target=\"_blank\" rel=\"noopener\">changed its participation policy for transgender athletes<\/a> to limit competition in women\u2019s sports to athletes assigned female at birth. That change came a day after Trump signed the executive order <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/donald-trump-transgender-athletes-3606411fc12efffec95a893351624e1b\" target=\"_blank\" rel=\"noopener\">intended to ban transgender athletes<\/a> from girls\u2019 and women\u2019s sports.<\/p>\n<p>Female eligibility is a key issue for the International Olympic Committee <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ioc-olympics-president-coventry-la-2028-trump-4d47dd51a3bb7ac43765122ab61c0665\" target=\"_blank\" rel=\"noopener\">under its new president, Kirsty Coventry<\/a>, who has signaled an effort to \u201cprotect the female category.\u201d The IOC has allowed individual sports federations to set their own rules at the Olympics \u2014 and some have already taken steps on the topic. <\/p>\n<p>Stricter rules on transgender athletes \u2014 barring from women\u2019s events anyone who went through male puberty \u2014 have been passed by <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/transgender-swimmers-new-rules-fina-world-governing-body-c17e99d3121fa964336458b57ae266f7\" target=\"_blank\" rel=\"noopener\">swimming<\/a>, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/cycling-female-transgender-athletes-ban-df45fe58ef1e4402c3996b57a0471df7\" target=\"_blank\" rel=\"noopener\">cycling<\/a> and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/transgender-track-semenya-f3499b00b932948f96838adb3b010f11\" target=\"_blank\" rel=\"noopener\">track and field<\/a>.
