Premier David Eby sits Tuesday during the meetings of Canada\u2019s premiers in Huntsville, Ont. &#8220;What we learned is what everybody knows, which is that things are very unpredictable,&#8221; Eby said of Prime Minister Mark Carney&#8217;s briefing on progress on U.S. trade negotiations.Nathan Denette\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">British Columbia Premier David Eby says it\u2019s not clear that Canada will end up striking a deal with the U.S. as the two countries negotiate a new trade and security pact under President Donald Trump\u2019s August 1 deadline.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Eby, who is attending a summer gathering of Canada\u2019s premiers in Muskoka this week, said Prime Minister Mark Carney briefed the premiers on the status of negotiations with the U.S. on Tuesday.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWhat we learned is what everybody knows, which is that things are very unpredictable, incredibly fluid, that there continues to be hope for a deal on the Canadian side,\u201d Mr. Eby told the Globe and Mail in an interview Wednesday.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThe sense that I had was that the Prime Minister is trying to get the best deal, but that it\u2019s not obvious that there will be a deal.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney joined the summer premiers\u2019 meeting on Tuesday morning in response to U.S. President <a href=\"https:\/\/www.theglobeandmail.com\/topics\/donald-trump\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/donald-trump\/\" target=\"_blank\">Donald Trump\u2019s<\/a> threat to raise tariffs on some Canadian goods to <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-trump-tariffs-canada-august-1\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/canada\/article-trump-tariffs-canada-august-1\/\" target=\"_blank\">35 per cent<\/a> at the beginning of next month.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Coming out of those talks, the prime minister and several premiers said getting the best deal for Canada is what matters most, even if that means blowing past the countries\u2019 Aug. 1 deadline.<\/p>\n<p>Prime Minister Mark Carney said Tuesday that getting a  trade deal with the U.S. is more important than hitting U.S. President Donald Trump&#8217;s Aug. 1 deadline. <\/p>\n<p class=\"text-gmr-5\">The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">While Ontario Premier Doug Ford has called for matching retaliatory tariffs on U.S. goods dollar-for-dollar if a deal isn\u2019t reached, Mr. Eby said he supports retaliation but has concerns about the impact it might have on his province.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Others, such as Saskatchewan Premier <a href=\"https:\/\/www.theglobeandmail.com\/topics\/scott-moe\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/scott-moe\/\" target=\"_blank\">Scott Moe<\/a> and Alberta Premier <a href=\"https:\/\/www.theglobeandmail.com\/topics\/danielle-smith\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/danielle-smith\/\" target=\"_blank\">Danielle Smith<\/a>, have called for restraint, saying countertariffs only hurt Canadian industries.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Prime Minister didn\u2019t directly answer Tuesday when asked whether Canada would retaliate if the higher tariffs go into effect.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Eby said he\u2019s proud of the <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-canadian-boycott-of-us-spirits-in-trade-war-hurts-broader-alcohol\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-canadian-boycott-of-us-spirits-in-trade-war-hurts-broader-alcohol\/\">American liquor boycott<\/a> in B.C. and that many are not travelling to the U.S. unless it\u2019s absolutely required. The U.S. ambassador to Canada recently said <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-trump-thinks-canadians-nasty-to-deal-with-ambassador-says\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-trump-thinks-canadians-nasty-to-deal-with-ambassador-says\/\">Mr. Trump thinks Canadians are \u201cnasty\u201d<\/a> to deal with because of U.S. boycotts. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/opinion\/article-canada-boycott-us-alcohol-travel-donald-trump-pete-hoekstra-trade\/\" rel=\"nofollow noopener\" target=\"_blank\">Keep it up, nasty Canadians<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe know the Americans are feeling it. We heard the comments of the ambassador that we\u2019re nasty Canadians for doing this. And the concern that I have is that any retaliatory measures minimize impact on British Columbians and on Canadians and maximize the impact on Americans,\u201d he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Eby added that the retaliatory measures imposed by the federal government so far \u201cdisproportionately impact\u201d his province, saying it\u2019s costly for his province to import steel from eastern provinces.<\/p>\n<p class=\"c-article-body__text text-pr-5\">He said he\u2019s been advocating for reaching an agreement on the long-running Canada-U.S softwood-lumber dispute, saying for the first time Canadian companies appear willing to discuss issues like quotas on the amount of timber sent to the U.S.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-canada-us-trade-tariffs-quebec-ontario-premiers\/\" rel=\"nofollow noopener\" target=\"_blank\">Quebec Premier says any new trade deal with the U.S. needs to have specific time frame<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">The premiers, who are wrapping up their meeting on Wednesday, also talked about nation-building projects and internal trade, and will continue discussion on health care and bail reform before a final press conference Wednesday.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The second major piece of Mr. Carney\u2019s talks with the premiers was his government\u2019s One Canadian Economy Act, known as Bill C-5, which gives the federal government the power to fast-track major projects of national interest.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Prime Minister said a new major projects office will be open by Labour Day, which will provide a single point of contact for governments and project proponents, although the final list of projects has not been revealed.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Eby said he gets frustrated by Alberta Premier Danielle Smith\u2019s push for a pipeline to the west coast, saying it\u2019s causing \u201csignificant grief in the northwest among First Nations that are close partners of ours,\u201d and that there isn\u2019t a realistic proposal for one.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In a <a href=\"https:\/\/canadaspremiers.ca\/premiers-discuss-building-a-stronger-and-more-secure-canada\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/canadaspremiers.ca\/premiers-discuss-building-a-stronger-and-more-secure-canada\/\">joint communique<\/a> issued on Tuesday, the premiers also called for closer engagement with China to improve the overall trade relationship.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-canada-has-an-opportunity-to-reset-our-relationship-with-china-and-in\/\" rel=\"nofollow noopener\" target=\"_blank\">Canada has an opportunity to reset our relationship with China \u2013 and, in a rare twist, on our terms<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Ford told reporters Wednesday that dealing with China is a reality.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cOur enemy of our enemy is our friend. And I don\u2019t consider Americans enemy, but right now President Trump himself is acting like the enemy,\u201d Mr. Ford said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cAs long as China plays fair and doesn\u2019t undercut our markets \u2013 be it the auto sector or any sector \u2013 I have no problem dealing with them, because we\u2019re already dealing with them.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Open this photo in gallery: B.C.
