{"id":872053,"date":"2026-06-16T21:45:16","date_gmt":"2026-06-16T21:45:16","guid":{"rendered":"https:\/\/www.europesays.com\/us\/872053\/"},"modified":"2026-06-16T21:45:16","modified_gmt":"2026-06-16T21:45:16","slug":"jea-employees-happy-on-the-job-but-survey-rates-leadership-lower","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/872053\/","title":{"rendered":"JEA employees happy on the job, but survey rates leadership lower"},"content":{"rendered":"<p data-beyondwords-marker=\"c6813995-eb66-471a-bec8-c750c20f64bd\">JEA has released an employee survey, giving the first snapshot of morale inside the public utility since the start of a City Council workplace investigation in March.\u00a0<\/p>\n<p data-beyondwords-marker=\"9521a749-2802-4725-b784-9c0a8c3e7000\">The survey shows 49% of employees who responded have confidence in the chiefs at JEA while other markers, like overall job satisfaction and direct supervisor care, scored higher \u2014 in the 70% to 80% range.<\/p>\n<p data-beyondwords-marker=\"9e3f4896-0d7a-4a01-8b5b-302756c187f7\">According to the utility, 59% of its roughly 2,200 employees participated in the survey.\u00a0<\/p>\n<p data-beyondwords-marker=\"f1260f0c-6f18-44a7-b2b6-bddc0d4c2121\">JEA does similar employee surveys regularly. The data released Monday is separate from a <a href=\"https:\/\/www.jea.com\/About\/Media_Relations\/2026_03_18_JEA_Initiates_Independent_Workplace_Review_and_Employee_Engagement_Survey\/\" rel=\"nofollow noopener\" target=\"_blank\">second internal investigation<\/a> sparked in March by an employee complaint in the wake of Jacksonville City Council President Kevin Carrico\u2019s claims of anonymous reports of workplace toxicity and racism linked to the leadership of CEO Vickie Cavey.\u00a0<\/p>\n<p data-beyondwords-marker=\"9de46853-9312-4a03-ac36-012486180f66\"><a href=\"https:\/\/jaxtoday.org\/2026\/06\/10\/council-president-jea-texts\/\" data-type=\"link\" data-id=\"https:\/\/jaxtoday.org\/2026\/06\/10\/council-president-jea-texts\/\" rel=\"nofollow noopener\" target=\"_blank\">Carrico himself is under investigation<\/a> by the State Attorney\u2019s Office related to JEA. On Feb. 5, the council president sent a text message to JEA board member Arthur Adams saying Adams would not be reappointed because Carrico \u201cowed a big favor to a friend and opted to put him of the JEA board. Days later, Carrico nominated his boss \u2014 Paul Martinez, CEO of the Boys &amp; Girls Clubs of Northeast Florida.<\/p>\n<p data-beyondwords-marker=\"06f32869-288a-47d0-abc4-90c8d78eb035\">Martinez has since withdrawn his nomination, and Carrico\u2019s latest appointment remains on hold.<\/p>\n<p data-beyondwords-marker=\"ad192eb8-2580-4fdc-ac9d-b8cd8814fda6\">A City Council Special Investigatory Committee on JEA, formed by Carrico, is <a href=\"https:\/\/jaxtoday.org\/2026\/05\/05\/city-council-jea-investigation\/\" rel=\"nofollow noopener\" target=\"_blank\">conducting its own survey of 144 JEA employees<\/a> who work at the utility\u2019s corporate headquarters and interact with Cavey.<\/p>\n<p data-beyondwords-marker=\"f98469fe-fa6a-41de-b7b2-bdce139d563a\">According to City Council Secretary and Director Jason Teal, those survey results won\u2019t be available until the end of June.<\/p>\n<p data-beyondwords-marker=\"ba37e795-21ef-46a7-8d4b-23f91dad307b\">But the data released by JEA on Monday shows administrative staff speaking more favorably of JEA\u2019s work experience than JEA employees on the whole.<\/p>\n<p data-beyondwords-marker=\"c7d54e2f-1e44-48b9-a698-6879601e9a6d\">Cavey has pushed back against Carrico\u2019s toxic workplace assertions \u2014 a claim Mayor Donna Deegan in February called a <a href=\"https:\/\/jaxtoday.org\/2026\/02\/20\/mayor-jea-ceo-criticism\/\" rel=\"nofollow noopener\" target=\"_blank\">\u201csmear campaign\u201d<\/a> against the utility executive.<\/p>\n<p>The survey\u2019s highs and lows<\/p>\n<p data-beyondwords-marker=\"0b9a07ca-ab19-40d4-8dbf-f5cc57c4acf8\">The survey, conducted in April by Pennsylvania-based human resources firm <a href=\"https:\/\/www.energage.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Energage<\/a>, compared JEA employees\u2019 collective responses to workplace experience data gathered from other eclectic and water utilities with 600 to 2,200 workers.<\/p>\n<p data-beyondwords-marker=\"004fade6-1920-4448-83a8-eebab21f1077\">The highest three categories show:\u00a0<\/p>\n<ul data-beyondwords-marker=\"9d03dd32-0add-4400-846a-4b086cda6ca0\" class=\"wp-block-list\">\n<li data-beyondwords-marker=\"f3fda904-ea41-4cbe-90b2-f40af8f97938\">83% \u2013\u00a0 \u201cMy manager cares about my concerns.\u201d\u00a0<\/li>\n<li data-beyondwords-marker=\"c975da3c-e994-42a5-89c4-606e83433106\">80% \u2013 \u201cMy manager helps me learn and grow.\u201d<\/li>\n<li data-beyondwords-marker=\"38f4c068-af33-466c-afa9-61f5b047d0e1\">80% \u2013 \u201cOverall, I am very satisfied with my job.\u201d<\/li>\n<\/ul>\n<p data-beyondwords-marker=\"c8189dc3-1423-4352-a5db-be5b3da47138\">Those answers matched responses to the same questions by other utilities.<\/p>\n<p data-beyondwords-marker=\"224870e0-1208-4d39-b270-e87d5e298760\">The three lowest marks were:\u00a0<\/p>\n<ul data-beyondwords-marker=\"af2fc4da-dde9-4550-8af3-00677a133995\" class=\"wp-block-list\">\n<li data-beyondwords-marker=\"a37e40d3-779b-4d31-9f55-bdcc859d16b3\">46% \u2013 \u201cDirectors, VPs and Chiefs understand what is really happening at JEA.\u201d\u00a0<\/li>\n<li data-beyondwords-marker=\"8863a344-1936-444e-aae2-966a6ce67e36\">47% \u2013 \u201cI feel well informed about important JEA decisions.\u201d<\/li>\n<li data-beyondwords-marker=\"2c196771-e65b-46c0-ae6d-5de5e1b30492\">49% \u2013\u00a0 \u201cI have confidence in the Chiefs of JEA.\u201d\u00a0<\/li>\n<\/ul>\n<p data-beyondwords-marker=\"8d647ebb-abb3-46ff-8dce-134a2fd5cd05\">About 55% or respondents feel the utility is going in the right direction, and 57% said JEA encourages different points of view. Those were 17% and 15%, respectively, below the industry average.<\/p>\n<p data-beyondwords-marker=\"aedceea4-8add-49ce-a65c-909de849de9c\">In the results above, the dark blue bar represents the percentage of positive responses of JEA employees. The light blue bar on the pages marked \u201cAll JEA\u201d is workplace survey data from comparatively sized utilities.<\/p>\n<p data-beyondwords-marker=\"da5eff82-9d27-4ca8-9151-dc01e585b690\">In the next seven sets, the dark blue bar indicates responses from JEA employees in that department and under the named chief. They\u2019re compared to the light blue bar showing the total positive JEA employee responses.<\/p>\n<p data-beyondwords-marker=\"cc391b1b-1610-44bd-93a9-eaf00191b43f\">JEA officials will officially present the findings to the utility\u2019s board of directors June 30.<\/p>\n<p data-beyondwords-marker=\"49b78bdc-750a-462b-83a2-1eba90beeadd\">\u201cJEA is analyzing the survey results, and senior leadership is developing action plans to address key employee concerns,\u201d JEA Public Information Office Karen McAllister told Jacksonville Today in an email Tuesday.<\/p>\n<p data-beyondwords-marker=\"bdb007d4-3c07-45ab-84d1-ebd920b3f65a\">JEA has been conducting the survey since the late 1990s. According to a utility spokesperson, the employee poll was conducted by the same firm who surveyed JEA workers in 2024.<\/p>\n<p>When will the investigations wrap?<\/p>\n<p data-beyondwords-marker=\"148010d2-b5c8-4e50-9f52-e39413e2d9cf\">It\u2019s unclear when JEA\u2019s second investigation by outside law firm Jackson Lewis will be complete.\u00a0<\/p>\n<p data-beyondwords-marker=\"5c42d6a9-7a10-48da-8b0e-520c31b0c714\">Carrico\u2019s charge authorizing the City Council\u2019s Special Investigatory Committee is set to expire at the end of June, the same time his one-year term as president ends.<\/p>\n<p data-beyondwords-marker=\"6c90005a-1863-4c42-9ada-8e9a9817efdb\">The committee subpoenaed Cavey and other JEA executives to testify about the workplace allegations. Cavey is scheduled to go before the committee June 22. JEA Chief Administrative Officer Jody Brooks and its former chief legal counsel, Regina Ross, testified June 8.\u00a0<\/p>\n<p data-beyondwords-marker=\"7d5e240d-4b23-4ee8-80d0-c5642286fee8\">Some city lawmakers, including City Council member Matt Carlucci, say the investigatory committee\u2019s probe into JEA personnel issues goes beyond the council\u2019s oversight of the utility.<\/p>\n<p data-beyondwords-marker=\"8a77fe3a-81de-47a6-b36b-c07db3d71146\">To date, the utility\u2019s former chief of staff, Kurt Wilson, has offered the only testimony that implicates Cavey in what he considered toxic workplace behavior. He alleged that she would pound the table and raise her voice during executive team meetings.\u00a0<\/p>\n<p data-beyondwords-marker=\"7eda72a9-ceb4-4ba6-a198-18a0b241a041\">Brooks said June 8 that she had not witnessed this type of behavior.
