{"id":872705,"date":"2026-06-17T04:14:17","date_gmt":"2026-06-17T04:14:17","guid":{"rendered":"https:\/\/www.europesays.com\/us\/872705\/"},"modified":"2026-06-17T04:14:17","modified_gmt":"2026-06-17T04:14:17","slug":"built-by-the-community-city-council-approves-major-south-dallas-zoning-reform","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/872705\/","title":{"rendered":"&#8216;Built by the community.&#8217; City council approves major South Dallas zoning reform."},"content":{"rendered":"<p><img decoding=\"async\" width=\"1600\" height=\"1067\" data-orig-src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/06\/Martin-Luther-King-Jr-Boulevard-1-1600x1067.jpeg\" alt=\"\" class=\"lazyload wp-image-14448\" style=\"aspect-ratio:1.4995370632806153;width:903px;height:auto\"  data- data-orig-\/>Photo by Camilo Diaz Jr.<\/p>\n<p><strong>Written by Dallas Documenter Jacob Reyes<\/strong><\/p>\n<p>Dallas City Council approved a set of major zoning changes on Wednesday that aim to protect and grow South Dallas, completing years of staff and community efforts.<\/p>\n<p><a href=\"https:\/\/cityofdallas.legistar.com\/View.ashx?M=F&amp;ID=15478104&amp;GUID=0DC26D96-597C-4CC8-9C33-5C1813D473FF\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">The updated<\/a>\u00a0South Dallas\/Fair Park Special Purpose District, or PD 595, now determines zoning for more than 3,000 acres in the area.<\/p>\n<p>The changes come after years of city staff work, a COVID-19 delay and\u00a0<a href=\"https:\/\/dallasfreepress.com\/south-dallas\/city-of-dallas-seeks-community-input-on-the-south-dallas-fair-park-area-plan\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">dozens of community meetings<\/a>, and aim to\u00a0<a href=\"https:\/\/dallasfreepress.com\/south-dallas\/south-dallas-fair-park-area-plan\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">revitalize economic growth<\/a>\u00a0in South Dallas while protecting neighbors from displacement, especially combating\u00a0<a href=\"https:\/\/dallasfreepress.com\/south-dallas\/south-dallas-fair-park-area-plan\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">\u201cgrossly incompatible\u201d housing<\/a>\u00a0that has popped up next to older homes.<\/p>\n<p>At the\u00a0<a href=\"https:\/\/dallastx.new.swagit.com\/videos\/390668?ts=6334\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Wednesday city council meeting<\/a>, South Dallas residents spoke in favor of the zoning change and showed appreciation for the attention to historic preservation and housing opportunities.<\/p>\n<p><img decoding=\"async\" width=\"1600\" height=\"1030\" data-orig-src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/06\/Screenshot-2026-06-15-at-1.42.43-PM-1-1600x1030.png\" alt=\"\" class=\"lazyload wp-image-14577\" style=\"aspect-ratio:1.5538542870009595;width:1113px;height:auto\"  data- data-orig-\/>Screenshot of staff report\u00a0<\/p>\n<p>District 7 Councilmember Adam Bazaldua was emotional as he introduced the item, calling it one of the most important votes he\u2019s ever cast as a member of the Dallas City Council.<\/p>\n<p>\u201cThis was not a process that was built for the community,\u201d Bazaldua said. \u201cThis was a process built by the community.\u201d<\/p>\n<p>He added that despite delays like the COVID-19 pandemic, South Dallas residents remained committed to seeing this zoning project through.\u00a0<\/p>\n<p>\u201cThrough countless meetings, workshops, conversations and public meetings, residents told us what they wanted to see: Walkable corridors, neighborhood-serving businesses, better connections to transit, housing options, preservation of historic neighborhoods and development that reflects the character and the values of South Dallas,\u201d Bazaldua said. \u201cToday, we are making the community\u2019s vision a reality.\u201d<\/p>\n<p>For too long, neighborhoods have been told to choose between preservation and development.
