(Photo courtesy of the city of San Diego)<\/p>\n<p>Through months of tug of war between San Diego City Council and Mayor Todd Gloria\u2019s office over how to plug the multimillion dollar hole in this fiscal year\u2019s city budget, one thing was never in question: San Diegans would foot the bill. How they would do so was less certain. <\/p>\n<p>Well, now, the debate is over.<\/p>\n<p>As the <a href=\"https:\/\/timesofsandiego.com\/politics\/2025\/06\/23\/san-diego-city-council-mayor-gloria-city-budget-vetoes\/\" target=\"_blank\" rel=\"noopener\">battle over the city\u2019s controversial, proposed budget cuts<\/a> has raged on over the past few months, the city has been hurrying to implement a flurry of new fees, tax hikes and fine increases to pay for its $6 billion budget. <\/p>\n<p>The new revenue sources, many of which took effect July 1, are expected to bring in over $94 million, with more initiatives on the way in the coming months.<\/p>\n<p>The <a href=\"https:\/\/timesofsandiego.com\/politics\/2025\/05\/26\/coastal-san-diegans-react-proposed-budget-cuts\/\" target=\"_blank\" rel=\"noopener\">most controversial proposed budget cuts<\/a>, including <a href=\"https:\/\/timesofsandiego.com\/politics\/2025\/04\/15\/more-money-for-police-fewer-library-hours-mayors-office-releases-preliminary-budget-for-fiscal-year-2026\/\" target=\"_blank\" rel=\"noopener\">scaled-back hours<\/a> at public libraries and recreation centers, made it <a href=\"https:\/\/timesofsandiego.com\/politics\/2025\/06\/10\/city-council-restores-popular-programs-in-26-budget-despite-deficit\/\" target=\"_blank\" rel=\"noopener\">off the chopping block<\/a>. But they also strained the gaping hole in the city budget, which ballooned from $258 million to $350 million.<\/p>\n<p>The historic budget crisis has pushed the city to seek new and unconventional revenue sources \u2014 ranging from cannabis dispensaries to Balboa Park.<\/p>\n<p>Ultimately, the funding will come from San Diegans\u2019 wallets \u2014\u00a0a contentious move amid a cost-of-living crisis that\u2019s made San Diego <a href=\"https:\/\/timesofsandiego.com\/business\/2025\/06\/22\/san-diego-top-10-most-expensive-cities-in-us\/\" target=\"_blank\" rel=\"noopener\">one of the most expensive cities in the country<\/a> to live in.<\/p>\n<p>Here\u2019s how San Diegans are already shelling out for the city\u2019s new budget \u2014 and even more ways they can expect to foot the bill in the near future.<\/p>\n<p>Trash pickup<\/p>\n<p>While many San Diegans wish they could throw the city\u2019s <a href=\"https:\/\/timesofsandiego.com\/politics\/2025\/06\/09\/city-council-approves-monthly-trash-pickup-fee-for-sd-homeowners-starting-july-1\/\" target=\"_blank\" rel=\"noopener\">contentious new waste pickup fee<\/a> in the trash, the $80 million that the city expects it to free up from the new budget guarantee it\u2019s here to stay.<\/p>\n<p>The city\u2019s <a href=\"https:\/\/www.sandiego.gov\/environmental-services\/trash-service-updates\/fee-calculator\" target=\"_blank\" rel=\"noopener\">new trash pickup fee<\/a> for single-family homes and <a href=\"https:\/\/timesofsandiego.com\/politics\/2025\/07\/15\/san-diego-rent-utilities-landlords-cost-of-living\/\" target=\"_blank\" rel=\"noopener\">small apartment complexes<\/a>, including duplexes and townhouses, took effect just in time for its new budget on July 1. The <a href=\"https:\/\/timesofsandiego.com\/politics\/2025\/06\/05\/residents-mixed-bag-proposed-trash-fee\/\" target=\"_blank\" rel=\"noopener\">controversial fee<\/a> broke a 106-year streak of the city providing free trash pickup services for single-family homes out of San Diego\u2019s own budget.<\/p>\n<p>The amount the fee would squeeze from San Diegans\u2019 wallets has been marked up dramatically since voters initially gave the city the ability to charge for trash pickup in 2022. Then, the fee\u2019s exact amount hadn\u2019t yet been decided, but the initiative estimated a pickup fee of $23 to $29.<\/p>\n<\/p>\n<p><a href=\"https:\/\/www.canva.com\/design\/DAGuA-KsSAk\/GC8WIOI5JE0GzhVJO86iAQ\/view?utm_content=DAGuA-KsSAk&amp;utm_campaign=designshare&amp;utm_medium=embeds&amp;utm_source=link\" target=\"_blank\" rel=\"noopener\"><\/p>\n<p>The final pickup fee that the city passed last month was markedly higher, starting at $32.82 a month. The vast majority of San Diegans subscribe to the waste plan that rakes in the most expensive base pickup fee, at $43.60 a month.<\/p>\n<p>The discrepancy has stoked critics\u2019 complaints \u2014 both on the city council and from the public \u2014\u00a0that the pickup fee originally pitched to voters was fraudulent.<\/p>\n<p>Each pickup fee option is set to climb every year until 2028. The most popular \u2014\u00a0and most expensive \u2014 monthly option is slated to increase by nearly $14 over the next three years, up to $57.55 a month.<\/p>\n<p><a href=\"https:\/\/i0.wp.com\/timesofsandiego.com\/wp-content\/uploads\/2025\/06\/recycling-bins-scaled.jpg?ssl=1\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"585\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/1753373530_275_recycling-bins.jpg\" alt=\"Recycling and trash bins line an alley in Ocean Beach.\" class=\"wp-image-320968\"  \/><\/a>Recycling and trash bins line an alley in Ocean Beach. (File photo by Thomas Melville\/Beach &amp; Bay Press)<\/p>\n<p>The city plans to spend the money generated from the new pickup fee to pay for public safety, neighborhood and infrastructure initiatives.<\/p>\n<p>Parking<\/p>\n<p>A flurry of new and proposed fees, fines and meter hikes has turned parking into a primary target for the city in its quest to cobble together enough money for its new budget. <\/p>\n<p>Paid parking alone is expected to be the city\u2019s second-largest new money maker for its budget, netting the city an expected $29 million.<\/p>\n<p>For the first time in 20 years, San Diego doubled parking rates at city meters, effective Jan. 31. The vast majority of meters now cost $2.50 an hour \u2014 then the maximum rate allowed under city law.<\/p>\n<p>But last month, the council shattered that ceiling and handed the city the ability to hike parking rates up dramatically, along with a slew of other new parking powers. That opened the door for San Diego to charge dynamic and surge pricing for meters based on demand, from $1 to $20 an hour.<\/p>\n<p>That means drivers might enjoy discounted parking during low-demand hours or dramatically higher rates when events like sports games, concerts or conventions pack parking.<\/p>\n<p>The decision also cleared the path for the city to charge for parking on Sundays.<\/p>\n<p>The city hasn\u2019t implemented any changes yet, but it does plan to over time. The new budget indicates that may be soon, as it relies on surge meter pricing and Sunday paid parking bringing an expected $9 million. <\/p>\n<p><a href=\"https:\/\/i0.wp.com\/timesofsandiego.com\/wp-content\/uploads\/2024\/12\/December-Nights-2024-39.jpg?ssl=1\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"780\" height=\"585\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/December-Nights-2024-39-edited.jpg\" alt=\"December Nights in Balboa Park 2024. Photo by Chris Stone<\/p>\n<p>Further down the line is the city\u2019s controversial proposal to charge for parking at Balboa Park and the San Diego Zoo. Two weeks ago, the mayor\u2019s office unveiled a <a href=\"https:\/\/www.documentcloud.org\/documents\/26000891-balboa-park-parking-draft-proposal-july-2025-2\/#document\/p1\" target=\"_blank\" rel=\"noopener\">fleshed-out blueprint<\/a> for paid parking in the park, a move that would net the city budget an expected $11 million.<\/p>\n<p>The mayor\u2019s office is hoping for the city council to approve the plan by July 28 so the city can start charging for parking in October.<\/p>\n<\/p>\n<p><a href=\"https:\/\/www.canva.com\/design\/DAGuA5CfTW0\/22nH91YIwCJlJ6oykZ8e5w\/view?utm_content=DAGuA5CfTW0&amp;utm_campaign=designshare&amp;utm_medium=embeds&amp;utm_source=link\" target=\"_blank\" rel=\"noopener\"><\/p>\n<p>On top of the new meter changes, parking tickets will now cost you even more. The city dramatically bumped up <a href=\"https:\/\/sandiego.hylandcloud.com\/211agendaonlinecouncil\/Documents\/ViewDocument\/Attachment%201%20-%20Fiscal%20Year%202026%20List%20of%20Proposed%20User%20Fees.pdf?meetingId=6428&amp;documentType=Agenda&amp;itemId=243304&amp;publishId=957496&amp;isSection=false\" target=\"_blank\" rel=\"noopener\">parking fines<\/a> in March \u2014 in most cases by about 60% \u2014 citing inflation. A ticket for expired vehicle registration, for example, will now cost nearly $25 more, up to $64.50.<\/p>\n<p>The ticketing increases are expected to bring in over $11 million for the city budget. The city plans to use the money it earns off parking on managing and enforcing those rules.<\/p>\n<p>Hotel stays<\/p>\n<p>Booking a San Diego staycation may be a less affordable option under the city\u2019s new, beefed-up <a href=\"https:\/\/www.sandiego.gov\/treasurer\/taxesfees\/tot\" target=\"_blank\" rel=\"noopener\">hotel room tax<\/a>.<\/p>\n<p>The tax, which is charged not only to hotel guests but also to motel, short-term rental, campground and RV stays, has long been a major funder of the city\u2019s budget, given San Diego\u2019s status as one of the country\u2019s premier travel destinations. Now, the city expects it to bring in even more money after it <a href=\"https:\/\/timesofsandiego.com\/business\/2025\/03\/20\/city-of-san-diego-announces-hotel-room-tax-increase-effective-may-1\/\" target=\"_blank\" rel=\"noopener\">hiked up the tax<\/a> from a flat rate, effective May 1.<\/p>\n<p><a href=\"https:\/\/i0.wp.com\/timesofsandiego.com\/wp-content\/uploads\/2021\/09\/downtown-SD-1.jpg?ssl=1\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"780\" height=\"585\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/downtown-SD-1-edited.jpg\" alt=\"Downtown San Diego\" class=\"wp-image-333333\"  \/><\/a>Downtown San Diego. (File photo by Chris Stone\/Times of San Diego)<\/p>\n<p>Previously, the city charged a flat tax of about 11 cents for every dollar spent by guests for their stays. Just two months before the new city budget took effect, the city hiked up that flat tax to a range of higher rates, depending on <a href=\"https:\/\/webmaps.sandiego.gov\/portal\/apps\/instant\/lookup\/index.html?appid=b555b7efc80f41b6a1c6c74c18186bc1\" target=\"_blank\" rel=\"noopener\">how far guests are staying from downtown<\/a>. <\/p>\n<p>Guests staying in downtown are charged the most expensive rate, at about 14 cents for every dollar spent on the stay. Guests in the northernmost part of the city and by the Mexico border are subject to the lowest rate, at about 12 cents for every dollar spent on the stay.<\/p>\n<p>The city expects the hotel-room tax hike to bring in the most revenue out of all its new money makers: over $82 million. A chunk of that revenue \u2014\u00a0nearly $34 million \u2014 will be used to expand homelessness services while the rest will go toward remodeling the <a href=\"https:\/\/www.visitsandiego.com\/\" target=\"_blank\" rel=\"noopener\">San Diego Convention Center<\/a>. <\/p>\n<p>Cannabis dispensaries<\/p>\n<p>Amid the budget crisis, the city found an unlikely ally in cannabis dispensaries, whose sales have for years disappointed city expectations under San Diego\u2019s comparatively stricter dispensary laws. <\/p>\n<p>But cannabis consumers may have to pay the price.<\/p>\n<p>Dispensaries fund the city budget mainly by paying millions of dollars in <a href=\"https:\/\/www.sandiego.gov\/treasurer\/taxesfees\/cannabistax\" target=\"_blank\" rel=\"noopener\">business taxes<\/a>. San Diego law, however, had long relegated dispensaries to <a href=\"https:\/\/timesofsandiego.com\/business\/2025\/06\/12\/san-diego-cannabis-dispensaries-new-opening-hours-city-council\/\" target=\"_blank\" rel=\"noopener\">shorter opening hours<\/a> than their counterparts in neighboring cities like Oceanside, La Mesa and Chula Vista. <\/p>\n<p>This stunted San Diego dispensaries\u2019 sales and, in turn, the amount of money the city saw from them. Amid its budget deficit, the city council last week finalized its <a href=\"https:\/\/timesofsandiego.com\/politics\/2025\/06\/30\/san-diego-cannabis-dispensaries-opening-hours-city-council\/#:~:text=Dispensaries%20in%20San%20Diego%20can,at%20a%20Monday%20afternoon%20vote.\" target=\"_blank\" rel=\"noopener\">long-awaited decision<\/a> to allow San Diego dispensaries to open for as long as their counterparts in neighboring cities \u2014 from 6 a.m. to 10 p.m.<\/p>\n<p>The move came as San Diego hiked up its dispensary tax for the first time in six years to one of the highest levels in the state, effective May 1. Now, a dime of every dollar dispensaries make goes to the city \u2014 a price that dispensary advocates warn may be passed onto customers as businesses respond by upping prices.<\/p>\n<p><a href=\"https:\/\/i0.wp.com\/timesofsandiego.com\/wp-content\/uploads\/2020\/09\/marijuana-plant-e1617896960859.jpg?ssl=1\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"780\" height=\"585\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/marijuana-plant-e1617896960859-edited.jpg\" alt=\"marijuana plant\" class=\"wp-image-333334\"  \/><\/a>A marijuana plant. (File photo: Times of San Diego)<\/p>\n<p>\u201cThings are going to be more expensive than they were before,\u201d said Phil Rath, a lobbyist for the San Diego-based <a href=\"https:\/\/www.facebook.com\/unitedmmjcoalition\/\" target=\"_blank\" rel=\"noopener\">United Medical Marijuana Coalition<\/a>.<\/p>\n<p>The tax hike is expected to bring the city budget nearly $3 million while the longer opening hours are anticipated to net an additional $1.9 million.<\/p>\n<p>Government fees and fines<\/p>\n<p>On top of all the other funding sources the city has targeted in recent months for its budget, the council raised fees across the board for a range of city services in March. From losing a library book to fishing at Lake Barrett, hundreds of city services now cost more.<\/p>\n<p>Under the hikes, prices for large events that demand police and traffic control, like San Diego Pride and San Diego Padres games, are set to rise by tens of thousands of dollars. Most of the targeted fees went up by 20%.<\/p>\n<p>The city also implemented nearly 230 new fees, for services ranging from color printing at the library to fire inspections.<\/p>\n<p>A range of residents and local organizations, including <a href=\"https:\/\/form.jotform.com\/gsileo\/stopuserfeeincrease?fbclid=IwY2xjawLs-DtleHRuA2FlbQIxMQBicmlkETFYV2x0TWV4eVNpUGhhOHNaAR6VV_qJHzcCLDY_-6fG_MTQMh9SKlMALQ_A33TJaS8M3B7MlcIGUYM1zuszfQ_aem_H7u-HWsHR4l0VAnun9-TUQ\" target=\"_blank\" rel=\"noopener\">sports leagues<\/a>, have railed against the fee hikes for pricing them out of city services.
