See how your North Texas high school fared<\/a><\/p>\n<p>\u201cI have a lot of stories,\u201d she exclaimed. \u201cI tell them, \u2018Look, this is what happened to me.\u2019\u201d\u00a0<\/p>\n<p>Harris teaches a <a href=\"https:\/\/www.dallasnews.com\/business\/personal-finance\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">personal financial literacy<\/a> and economics course at Dallas ISD\u2019s Skyline High School, where she\u2019s worked for more than 25 years. In her classroom, cartoon piggy banks and coins emblazoned on posters line the walls. And when students leave her room, she hopes they will be better prepared to spend their money.\u00a0<\/p>\n<p>Harris\u2019 class is optional \u2014 but soon, the topics she covers will be required learning. To graduate high school, Texas students are mandated to take a personal financial literacy course, starting with the freshman class entering this fall. The <a href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/billtext\/html\/HB00027F.htm\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">law<\/a>, which saw bipartisan support, was enacted in June 2025.\u00a0<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>The push for personal finance education is happening across the country. Surveys indicate low levels of financial literacy among American adults, but advocates say a class like this addresses the problem early on and tackles wealth disparities. Ways to pay for college? The responsibilities that come with purchasing a house?\u00a0A personal finance class aims to answer questions like these and help students make sound financial decisions.\u00a0<\/p>\n<p><a href=\"https:\/\/www.dallasnews.com\/news\/education\/article\/texas-board-islam-standards-22319935.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">The State Board of Education<\/a> is still formalizing the personal financial literacy curriculum standards, otherwise known as the Texas Essential Knowledge and Skills. On Friday, the elected 15-member board gave preliminary approval to the\u00a0TEKS.<\/p>\n<p><strong>Related:<\/strong> <a href=\"https:\/\/www.dallasnews.com\/news\/education\/article\/texas-board-islam-standards-22319935.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Texas board gives preliminary approval to social studies standards tying Islam more closely to violence<\/a><\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>\u201cThis is what I call the adult life skills,\u201d Harris said. \u201cBecause it&#8217;s credit, it&#8217;s budgeting, it&#8217;s how we make our financial decisions.<\/p>\n<p>What is personal finance?<\/p>\n<p>Currently, Texas high school students must earn at least three credits of social studies, including a semester-long economics course. They can choose between \u201cEconomics with Emphasis on the Free Enterprise System and Its Benefits\u201d and \u201cPersonal Financial Literacy and Economics.\u201d\u00a0<\/p>\n<p>Both have aspects of personal finance weaved in \u2014 to varying extents. In the first course, students receive about 11 hours of personal finance instruction, according to <a href=\"https:\/\/financialliteracy.champlain.edu\/report-card-entries-hs\/texas-2023\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Champlain College\u2019s Center for Financial Literacy<\/a>. The other class devotes about 45 hours \u2014 roughly 75% of course material \u2014 to personal finance.<\/p>\n<p>Some districts, <a href=\"https:\/\/www.dallasisd.org\/departments\/counseling-services\/course-catalog\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">including Dallas ISD<\/a>, offer a separate personal financial literacy elective. But this class does not satisfy the economics requirement needed to graduate.\u00a0<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>But with the <a href=\"https:\/\/legiscan.com\/TX\/text\/HB27\/2025\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">passage of HB 27<\/a>, the class of 2030 will follow a different track. Personal finance becomes a mandatory standalone class, which supporters say allows for a deeper, more nuanced instruction. Economics transitions into an optional course.\u00a0<\/p>\n<p>The law also directs the Texas Education Agency to compile a list of free curriculum resources that school districts may use to teach the course. For the past 10 years, American adults answered only half the questions correctly in an annual measure of financial literacy by Stanford University and TIAA Institute.\u00a0In 2026, Gen Z answered 38% of the questions correctly, the report notes.\u00a0<\/p>\n<p>Those who understand money manage it better, experts say. Over two decades ago, not a single state had one.<\/p>\n<p>\u201cWhen it comes time for these big-ticket purchases, having a great credit score &#8230; makes a huge difference in terms of your ability to generate wealth,\u201d said Christian Sherrill, director of teacher success for Next Gen Personal Finance. \u201cThat&#8217;s my hope for Texas young people: better behaviors and decisions.\u201d\u00a0<\/p>\n<p>It may be a while before students start thinking about purchasing a home, but other big-ticket purchases come sooner. For example, <a href=\"https:\/\/www.ngpf.org\/curriculum\/buying-a-car\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Next Gen Personal Finance<\/a> offers a unit that walks students through buying a car \u2014 from researching which one to buy, to negotiating, to securing an auto loan.\u00a0<\/p>\n<p>Nowadays, teenagers are targeted by a torrent of \u201cget rich quick schemes,\u201d Sherrill said. Flashy social media posts encourage them to bet on sports and buy cryptocurrency.\u00a0<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>But a personal finance class helps students weed out bad ideas, he said, and introduces them to sensible ones.\u00a0<\/p>\n<p>\u201cOur brains, as teenagers, are not necessarily wired to think that way,\u201d Sherrill said. \u201cIt will be an uphill battle against some of these trends, which are deliberately targeting young people.\u201d\u00a0<\/p>\n<p>Moving financial instruction from home to the classroom<\/p>\n<p>Shalon Bond, Dallas ISD social studies director, said the requirement will help the district prepare students for college and careers by teaching skills applicable to real life, she said.\u00a0\u00a0<\/p>\n<p>\u201cThe state has created a law that actually helps us plan for our students,\u201d she said. \u201cThis is monumental for the state, as well, because we\u2019re changing lives.\u201d\u00a0<\/p>\n<p><strong>Related<\/strong>: <a href=\"https:\/\/www.dallasnews.com\/news\/education\/article\/north-texas-foundation-dedicates-10-million-22309651.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">North Texas foundation dedicates $10 million to education initiatives<\/a><\/p>\n<p>Financial skills were once taught at home, but nowadays, parents may be ill-equipped to teach it, said Annamaria Lusardi, senior fellow at the Stanford Institute for Economic Policy Research.\u00a0<\/p>\n<p>In a changing world, it\u2019s the \u201cblind leading the blind,\u201d she said. Parents may struggle to keep up with the onslaught of new financial instruments \u2014 let alone, explaining what they do to their kids.\u00a0<\/p>\n<p>\u201cWe live in a different world. [It\u2019s] much more complex with much more individual responsibility,\u201d she said. \u201cSchools should adapt in the same way we have added foreign languages, we have added computers.\u201d<\/p>\n<p>A personal finance class levels the playing field, she said. In her research, she found that this knowledge was disproportionately concentrated among white males from college-educated families.<\/p>\n<p>\u201cYoung people acquire knowledge at the dinner table,\u201d she said. \u201cEverybody today needs this knowledge. It has pushed for more personal finance programming \u2014 before the law was passed, beyond the classroom.\u00a0<\/p>\n<p>The district hosted \u201cFinancial Literacy Days,\u201d where students participated in workshops and connected financial concepts to real-world problems. The school board made plans to promote finance-focused classes, such as the one at Skyline High School.<\/p>\n<p>On a March morning, a flurry of high schoolers dashed around Harris\u2019 classroom, as the exchange of fake cash flew between hands.\u00a0<\/p>\n<p>They were learning the usual in Harris\u2019 class: relationships. No, not the kind between friends, partners or families. The kind between businesses and households, between goods and services, between resources and capital.\u00a0\u00a0<\/p>\n<p>They negotiated. They made bucks. They pored over worksheets in silence. And at the end, they came together to discuss how this fake scenario applied to real life.\u00a0\u00a0<\/p>\n<p>Rather than negotiating fake bills, students will have to negotiate their salaries down the line, Harris told her class. That resonated with senior Samuel Estrada.\u00a0<\/p>\n<p>\u201cIf I ever decide to buy a house or buy a car, you always want to &#8230; negotiate,\u201d Samuel said. \u201cGet it for cheap.\u201d\u00a0<\/p>\n<p>Samuel said he always looks forward to coming to class. He appreciates Harris\u2019 personalized approach to teaching it.\u00a0<\/p>\n<p>With what he\u2019s learned, he\u2019s now able to help his parents do their taxes.
