Kathy Hochul wants New York to build its first new nuclear power plant in decades"},"content":{"rendered":"<p>NEW YORK (AP) \u2014 New York\u2019s governor on Monday proposed the construction of the state\u2019s first new nuclear power plant in decades. <\/p>\n<p>Gov. Kathy Hochul directed the state\u2019s power authority to develop an advanced, \u201czero-emission\u201d facility in upstate New York that she hopes will help create a clean, reliable and affordable electric grid for the state.<\/p>\n<p>She said the state power authority will seek to develop \u201cat least\u201d one new nuclear energy facility with a combined capacity of no less than one gigawatt of electricity. That would increase the state\u2019s total nuclear capacity to about 4.3 gigawatts.<\/p>\n<p>The Democrat, speaking at the Niagara County Power Project in Lewiston, said the state needs to secure its \u201cenergy independence\u201d if it wants to continue to attract large manufacturers that create good-paying jobs as it deactivates aging fossil fuel power plants.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"ap-audio-new-york-governor-seeks-to-build-the-states-first-new-nuclear-power-plant-in-decades\"\/><\/p>\n<p>\n                    AP AUDIO: New York governor seeks to build the state\u2019s first new nuclear power plant in decades\n                <\/p>\n<p class=\"AudioEnhancement-description\">AP correspondent Julie Walker reports New York\u2019s Governor wants to build a nuclear power plant.<\/p>\n<p>Acknowledging concerns with nuclear power, she pledged the new facility or facilities would be safer than their predecessors. <\/p>\n<p>\u201cThis is not your grandparents\u2019 nuclear reactor,\u201d Hochul said. \u201cThe new plan will be a model of 21st century nuclear design with safety at the forefront, automatic safety systems to enhance the containment and rigorous environmental standards.\u201d<\/p>\n<p>But Alfred Meyer, treasurer of Physicians for Social Responsibility\u2019s New York chapter, was unconvinced.<\/p>\n<p>He said nuclear power is a \u201cvery slow, expensive and dangerous\u201d way to generate electricity that takes away resources from faster, cheaper renewable options while leaving behind highly toxic, radioactive waste.<\/p>\n<p>\u201cNuclear power is not clean or green energy,\u201d he said. \u201cIt is damaging to public health and the environment.\u201d<\/p>\n<p>Hochul said the state hasn\u2019t decided on a potential location, but that upstate communities appear receptive, given the potential for creating 1,600 construction jobs and 1,200 permanent jobs once the facility is operational. <\/p>\n<p>\u201cEverybody is raising their hand right now,\u201d Hochul said. \u201cIt\u2019s going to be hard to decide.\u201d<\/p>\n<p>Among those likely in the running is the Nine Mile Point nuclear plant in Oswego. Hochul\u2019s administration has been supportive of Maryland power company Constellation\u2019s bid to build a new nuclear reactor at the two-reactor facility.<\/p>\n<p>There are 54 operating nuclear power plants in the country, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.eia.gov\/tools\/faqs\/faq.php?id=207&amp;t=21#:~:text=How%20many%20nuclear%20power%20plants,capacity%20of%20about%20580%20MW.\" target=\"_blank\" rel=\"noopener nofollow\">according to<\/a> the U.S. Department of Energy.<\/p>\n<p>But American utilities have been broadly reluctant to launch new nuclear plants due to high <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/georgia-nuclear-plant-energy-secretary-granholm-05a6e2444a8b5a9e9c7c61b111b87192\" rel=\"nofollow noopener\" target=\"_blank\">cost overruns and delays<\/a> on recent high-profile projects. <\/p>\n<p>Georgia Power Company completed the first two new nuclear reactors in the country in a generation last year. Units 3 and 4 at Plant Vogtle in Waynesboro, Georgia, cost nearly $35 billion and were powered up some seven years later than initially hoped. <\/p>\n<p>Last month, the Tennessee Valley Authority, the nation\u2019s largest public power company, applied to the U.S. Nuclear Regulatory Commission to develop what it bills as a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/new-nuclear-reactors-tennessee-valley-authority-da3b72b3305982f2596ba6daef2d9ae8\" rel=\"nofollow noopener\" target=\"_blank\">next-generation nuclear power plant<\/a> at its Clinch River site in Oak Ridge. <\/p>\n<p>New York currently has three active nuclear plants, all located upstate along Lake Ontario and owned by Constellation. The Nine Mile Point, Robert Emmett Ginna and James A. FitzPatrick plants provide about 3.3 gigawatts of power, or roughly 20% of the state\u2019s electricity, according to Hochul\u2019s office.<\/p>\n<p>The last nuclear power plant built in the state was Unit 2 at Nine Mile Point in 1989. At its peak, nuclear power provided about 5.4 gigawatts, or roughly one-third of the state\u2019s electrical supply, according to the advocacy group Nuclear New York.<\/p>\n<p>The New York Power Authority previously operated two nuclear plants, including the Indian Point Power Plant, which <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/us-news-business-government-and-politics-environment-and-nature-d11a514c2017e4683a4d50c956ff327a\" rel=\"nofollow noopener\" target=\"_blank\">shut down in 2021<\/a>.
