It\u2019s a violence issue,\u201d said a Discovery Green representative. It\u2019s awful. It\u2019s atrocious\u2026 I beg you to do something about it,\u201d said one resident.<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\"\/><\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Another recounted, \u201cMy neighbor was shot in the stomach by a kid, 15 years old, operating a scooter\u2026 He was in the hospital for 19 days and had 11 surgeries.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Houston Police Department officials confirmed increased scooter activity tied to juveniles and nighttime incidents, especially around Discovery Green.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe\u2019ve observed a noticeable increase in juveniles operating scooters during nighttime hours\u2026 primarily in the Discovery Green area,\u201d said an HPD captain. Officers said enforcing existing laws is difficult and often temporary.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Many scooter vendors and private riders warned that a total ban would be unjust and ineffective \u2014 punishing responsible users for the actions of rogue operators.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThis isn\u2019t a hobby. This is our livelihood\u2026 We follow the rules, we invest in safety,\u201d said scooter vendor Ashnell Deleese.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt\u2019s not the scooters that are the problem: it\u2019s the lack of enforcement and infrastructure\u2026 We need regulations in place like speed governors, geo-fencing, make it smarter, not stricter,\u201d said a rider outside City Hall.<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\"\/><\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Another private rider noted that cities like Atlanta and Washington, D.C., successfully use technology-based regulation to balance safety and mobility.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe technology exists \u2014 geofencing, curfews. I\u2019ve seen it in Atlanta. It works,\u201d the rider said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">No vote was taken during Thursday\u2019s meeting. Several council members expressed concern that a full ban could merely shift problems to other neighborhoods like Montrose or the Heights.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The committee will continue refining the proposed ordinance.
