Three residents \u2014 Sylvia Collins, 79; Marisol P\u00e9rez, 37; and her 18-month-old son, Erik P\u00e9rez Sanchez Jr. \u2014 were killed. At least five others were injured.<\/p>\n<p>The report lands amid at least four legal claims against\u00a0Atmos Energy, the natural gas utility whose service line to the 23-unit complex was struck by a <a href=\"https:\/\/www.dallasnews.com\/news\/public-safety\/article\/records-link-soil-analysis-nicked-gas-line-oak-22283207.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">drilling rig before the blast<\/a>.
