Diesel markets have remained tight since March due to <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/u-s-dangles-rewards-for-opening-the-strait-of-hormuz-iran-isnt-budging-07d99135\" target=\"_blank\" rel=\"nofollow noopener\">disruptions<\/a> in the Strait of Hormuz amid the war in Iran. Russia is the world&#8217;s second-largest diesel exporter, and while the EU no longer imports Russian diesel directly because of sanctions, a squeeze on Russian exports is likely to ripple through global markets by increasing competition for fuel from elsewhere. That could sustain pressure on fuel costs for diesel-intensive industries on the continent.<\/p>\n<p>President Volodymyr Zelenskyy said Wednesday that Ukrainian forces had hit oil facilities in the Saratov region and Tatarstan as part of what he called a campaign of \u201cfully justified\u201d retaliation for Russia&#8217;s attacks on Ukraine. \u201cRussians must feel that their state is waging this war,\u201d Zelenskyy <a href=\"https:\/\/x.com\/ZelenskyyUa\/status\/2074781020491035061?s=20\" target=\"_blank\" rel=\"nofollow\">wrote<\/a> on X. <\/p>\n<p>On Tuesday, Gazprom said it was <a href=\"https:\/\/tass.com\/emergencies\/2157333\" target=\"_blank\" rel=\"nofollow noopener\">repairing damage<\/a> to the Krasnodarskaya compressor station serving the Blue Stream pipeline to Turkey after a drone strike. A day earlier, Ukraine <a href=\"https:\/\/www.politico.eu\/article\/russian-largest-oil-refinery-first-time-hit-by-ukraine-drones\/\" rel=\"nofollow noopener\" target=\"_blank\">targeted<\/a> Russia&#8217;s largest refinery in Omsk, more than 2,500 kilometers from the front line.<\/p>\n<p>Novak had <a href=\"https:\/\/tass.com\/economy\/2156957\" target=\"_blank\" rel=\"nofollow noopener\">already warned<\/a> Tuesday that Russia&#8217;s fuel market remained under pressure because of peak summer demand and unplanned refinery outages, instructing regional authorities and energy companies to prevent supply disruptions. <\/p>\n<p>The restrictions will remain in place through July 31. <\/p>\n","protected":false},"excerpt":{"rendered":"The export ban followed several days of Ukrainian strikes on Russia&#8217;s energy infrastructure.
