He was found dead in his tent on Monday at the outdoor shelter next to the Naval Medical Center that the city calls O Lot.<\/p>\n<p>Team 10 learned about Tim\u2019s death after getting a tip.<\/p>\n<p>\u201cThe city let my brother down,\u201d said James Allen, Tim\u2019s fraternal twin, in an interview from Palm Springs.<\/p>\n<p>James said he last spoke to his brother on Friday and he was in good spirits excited to go to an upcoming collector card show together.<\/p>\n<p>            <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/07\/1783731804_640_.png\" alt=\"Screenshot 2026-07-10 at 3.33.37\u202fPM.png\"  width=\"1238\" height=\"880\"\/><\/p>\n<p>Amol Brown<\/p>\n<p>        James Allen said he&#8217;s heartbroken about the loss of his fraternal twin brother. &#8220;We were always one. My brother meant the world to me.\u201d <\/p>\n<p>\u201cHe was very, very smart. Had a big heart. He was a very hard worker. And he was loved by many.\u201d<\/p>\n<p>Tim leaves behind three kids, he said.<\/p>\n<p>San Diego police said officers were dispatched Monday at 7 a.m. to 1800 Welch Road for a report of a person dead in a tent.<\/p>\n<p>\u201cOfficers located the deceased person along with evidence of narcotics use. The investigation is currently being handled as an overdose. The medical examiner\u2019s office has taken possession of the body and will do their due diligence in determining the cause of death,\u201d Lt. Cesar Jimenez said.<\/p>\n<p>Tim and seven other homeless people went public with safety and health concerns about the safe sleeping sites during a press conference last summer. <\/p>\n<p><a class=\"Link\" href=\"https:\/\/www.10news.com\/news\/local-news\/lawsuit-filed-by-attorneys-unhoused-regarding-city-of-san-diegos-safe-sleeping-sites\" rel=\"nofollow noopener\" target=\"_blank\">The group filed a federal lawsuit<\/a> against the city and the two operators of the program Dreams for Change and the Downtown Safety Partnership, alleging the sites were dangerous and unlivable.<\/p>\n<p>\u201cMY PTSD and anxiety is out of control right now,\u201d Tim told reporters.<\/p>\n<p>He explained how he was forced to move into a safe sleeping site in 2023, which are mini tent cities on concrete near the Balboa Park Golf Course (20th and B site) and the Naval Medical Center (O Lot), after San Diego made camping on public sidewalks in many areas illegal.<\/p>\n<p>\u201cThe way it works, you get a verbal warning, an infraction ticket, which I\u2019ve already gotten and then a misdemeanor ticket and then you go to jail,\u201d he said.<\/p>\n<p>            <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/07\/1783731807_943_.png\" alt=\"Screenshot 2026-07-10 at 3.40.32\u202fPM.png\"  width=\"1280\" height=\"718\"\/><\/p>\n<p>KGTV<\/p>\n<p>        San Diego Councilmember Sean Elo-Rivera said the death of anyone in a city program is a tragedy.<\/p>\n<p>The class action lawsuit from the group came on the heels of an investigation by Team 10 that revealed there had been a <a class=\"Link\" href=\"https:\/\/www.10news.com\/news\/team-10\/12-deaths-at-san-diegos-safe-sleeping-sites-raising-concerns-among-some-participants\" rel=\"nofollow noopener\" target=\"_blank\">string of deaths at the two outdoor sites<\/a> along with <a class=\"Link\" href=\"https:\/\/www.10news.com\/news\/local-news\/i-felt-afraid-for-my-life-clients-speak-out-about-assaults-at-san-diegos-safe-sleeping-sites\" rel=\"nofollow noopener\" target=\"_blank\">several violent assaults and rapes.<\/a><\/p>\n<p>Team 10 has confirmed Tim is now the 19th person to die in the safe sleeping program since it started in June 2023.<\/p>\n<p>We have confirmed a few of the deaths were overdose-related, but haven\u2019t been able to obtain the causes of death for the remaining cases.<\/p>\n<p><b>City data shows the following deaths have occurred:<\/b><\/p>\n<ul class=\"rte2-style-ul\">\n<li>2023\u00a0\u2013 one person (from 20th &amp; B) \u00a0<\/li>\n<li>2024\u00a0\u2013 nine people (two from 20th &amp; B, seven from O Lot) \u00a0<\/li>\n<li>2025\u00a0\u2013 six people (two from 20th &amp; B, four from O Lot)<\/li>\n<li>2026\u00a0\u2013 three people (from O Lot)<\/li>\n<\/ul>\n<p>Last fall, following Team 10\u2019s reporting, City Councilmember Sean Elo-Rivera raised the issue at a council meeting.<\/p>\n<p>\u201cWe\u2019ve continued to hear very concerning and disturbing stories about deaths at one of the city\u2019s shelter sites. I would very much like to know if, what, what\u2019s going on there.\u201d<\/p>\n<p>Elo-Rivera told Team 10 this week if people are dying at the sites from anything other than natural causes, then the city is not doing enough to prevent the tragedies.<\/p>\n<p>\u201cEvery death, unnecessary death, is a tragedy and the death of someone who is in the care of the city or involved in a city program is you know a tragedy.\u201d<\/p>\n<p>He said it\u2019s his understanding there are overdose prevention methods on site but they may not be effective.<\/p>\n<p>            <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/07\/1783731809_399_.png\" alt=\"Screenshot 2026-07-10 at 3.35.55\u202fPM.png\"  width=\"1280\" height=\"720\"\/><\/p>\n<p>Amol Brown<\/p>\n<p>        Civil rights attorney Ann Menasche speaks to Investigative Reporter Austin Grabish about Tim&#8217;s  lawsuit against the City of San Diego, Dreams for Change and Downtown San Diego Partnership<\/p>\n<p>\u201cIf the efforts that we are taking to prevent overdose deaths are not preventing overdose deaths, then it is a thing that we need to wrestle with at that point.
