According to the White House, the plan is built on three pillars: \u201caccelerating innovation, building American AI infrastructure and leading in international diplomacy and security.\u201d<\/p>\n<p>The plan is an encouraging step forward, as the administration is prioritizing the responsible development and deployment of <a href=\"https:\/\/www.ama-assn.org\/practice-management\/digital-health\/augmented-intelligence-medicine\" rel=\"nofollow noopener\" target=\"_blank\">augmented intelligence (AI)<\/a>\u2014often called artificial intelligence\u2014to improve health outcomes.<\/p>\n<p>The AMA applauds the plan\u2019s commitments to:<\/p>\n<ul>\n<li>Build public and professional trust through transparent, ethical oversight.<\/li>\n<li>Accelerate national standards for safety, performance and interoperability\u2014with strong physician representation.<\/li>\n<li>Create a coordinated federal regulatory approach to close gaps and reduce duplication.<\/li>\n<li>Invest in workforce education and upskilling to support safe adoption.<\/li>\n<li>Promote \u201csecure-by-design\u201d AI systems to protect health infrastructure.<\/li>\n<\/ul>\n<p>The AMA also welcomes to the opportunity to work with the administration to address key areas that deserve more attention. These include:<\/p>\n<ul>\n<li>An emphasis on meaningful physician leadership in shaping AI policy, regulation, and implementation.<\/li>\n<li>Enhanced privacy protections that provide patients with clear, robust safeguards\u2014especially in open-data or open-source environments.<\/li>\n<li>Clear liability frameworks to address physician liability concerns and ensure appropriately apportioned accountability for AI errors and performance issues.<\/li>\n<li>Greater attention to equity and bias to ensure AI does not lead to patient harm and worsen existing health disparities.<\/li>\n<li>A whole-of-government approach that includes states to ensure balanced, consistent regulatory oversight.<\/li>\n<\/ul>\n<p><strong>Why it\u2019s important:\u00a0<\/strong>From AI implementation to EHR adoption and usability, the AMA is <a href=\"https:\/\/www.ama-assn.org\/amaone\/why-we-fight-making-technology-work-physicians\" rel=\"nofollow noopener\" target=\"_blank\">fighting to make technology work for physicians<\/a>, ensuring that it is an asset to doctors\u2014not a burden.<\/p>\n<p>The AMA is committed to ensuring that AI can meet its full potential to advance clinical care and improve clinician well-being. As the number of AI-enabled health care tools continue to grow, it is critical that they are designed, developed and deployed in a manner that is ethical, equitable and responsible. The use of AI in health care must be transparent to both physicians and patients.\u00a0<\/p>\n<p>In addition to medical devices, AI is increasingly used in health care administration or to reduce physician burden, and policy and guidance for both device and non-device use of health care AI is necessary.\u00a0<\/p>\n<p>Recognizing this, the AMA\u00a0<a href=\"https:\/\/www.ama-assn.org\/system\/files\/ama-ai-principles.pdf\" target=\"_blank\" rel=\"nofollow noopener\">has developed policy<\/a>\u00a0(PDF) that addresses the development, deployment and use of health care AI, with particular emphasis on:<\/p>\n<ul>\n<li>Health care AI oversight.<\/li>\n<li>When and what to disclose to advance AI transparency.<\/li>\n<li>Generative AI policies and governance.<\/li>\n<li>Physician liability for use of AI-enabled technologies.<\/li>\n<li>AI data privacy and cybersecurity.<\/li>\n<li>Payer use of AI and automated decision-making systems.<\/li>\n<\/ul>\n<p>In June, the AMA House of Delegates adopted <a href=\"https:\/\/www.ama-assn.org\/practice-management\/digital-health\/make-sure-health-ai-works-patients-and-physicians\" rel=\"nofollow noopener\" target=\"_blank\">new policy to help ensure that health AI<\/a> is \u201cexplainable,\u201d validated, well defined and is not used to conduct medical research fraud.<\/p>\n<p>AMA <a href=\"http:\/\/ama-assn.org\/system\/files\/physician-ai-sentiment-report.pdf\" rel=\"nofollow noopener\" target=\"_blank\">survey research from 2024 shows<\/a> (PDF) that physicians are largely enthusiastic about the potential of AI in health care, with 68% seeing at least some advantage to the use of AI in their practice.
