{"id":93844,"date":"2025-07-26T10:26:20","date_gmt":"2025-07-26T10:26:20","guid":{"rendered":"https:\/\/www.europesays.com\/us\/93844\/"},"modified":"2025-07-26T10:26:20","modified_gmt":"2025-07-26T10:26:20","slug":"vermont-school-superintendent-detained-for-hours-at-houstons-bush-airport-houston-public-media","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/93844\/","title":{"rendered":"Vermont school superintendent detained for hours at Houston\u2019s Bush Airport \u2013 Houston Public Media"},"content":{"rendered":"<p>\t\t\t\t\t<img fetchpriority=\"high\" decoding=\"async\" class=\"size-medium wp-image-527229\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/Vermont-superintendent-Wilmer-Chavarria-1000x668.jpg\" alt=\"Vermont superintendent Wilmer Chavarria\" width=\"1000\" height=\"668\"   data-eio=\"p\"\/><\/p>\n<p>Courtesy: Wilmer Chavarria<\/p>\n<p>Wilmer Chavarria, a school superintendent from Vermont, was detained for several hours this week at Houston\u2019s Bush Intercontinental Airport despite being a naturalized U.S. citizen.<\/p>\n<p>A school superintendent from Vermont is speaking out about his experience <a target=\"_blank\" href=\"https:\/\/www.vermontpublic.org\/local-news\/2025-07-23\/superintendent-detained-border-agents-devices-searched\" rel=\"noopener\">being detained<\/a> for several hours at Houston\u2019s Bush Intercontinental Airport.<\/p>\n<p>Wilmer Chavarria is the superintendent of the Winooski School District in Vermont and is a naturalized U.S. citizen. He says earlier this week he was returning from visiting family in Nicaragua, when he was detained by Customs and Border Protection agents for hours, and his personal electronic devices were searched.<\/p>\n<p>Chavarria told <a target=\"_blank\" href=\"https:\/\/www.houstonpublicmedia.org\/shows\/houston-matters\/\" rel=\"noopener\">Houston Matters with Craig Cohen<\/a> he has made this particular journey many times before \u2014 including connecting through Houston \u2014 without incident.<\/p>\n<p>\u201cI\u2019ve never really been through something like I went through this week,\u201d he said. \u201cAnd so something clearly has changed.\u201d<\/p>\n<p>Chavarria said he was held for four to five hours and interrogated by numerous people in plain clothes, some of whom never displayed badges or identification. He said he was told he had no constitutional rights as a U.S. citizen at a port of entry, <a target=\"_blank\" href=\"https:\/\/www.aclunc.org\/our-work\/know-your-rights\/know-your-rights-us-airports-and-ports-entry\" rel=\"noopener\">which is incorrect<\/a>.<\/p>\n<p>\u201cEven when I was not a U.S. citizen, I was never put through something like that,\u201d he said.<\/p>\n<p>Chavarria said the officials questioned whether his marriage was legal, something the federal government would have confirmed and examined during his naturalization process. And they questioned whether he was indeed a school superintendent.<\/p>\n<p>Also, Chavarria did not want to relinquish access to his school-issued phone and laptop, which contained files and information about students. State and federal laws, including <a target=\"_blank\" href=\"https:\/\/studentprivacy.ed.gov\/ferpa\" rel=\"noopener\">FERPA<\/a>, protect the privacy of certain student data.<\/p>\n<p>\u201cThey harassed me relentlessly about it,\u201d he said.<\/p>\n<p>Eventually the officials confiscated those devices saying they would not look at the files containing student data.<\/p>\n<p>\u201cBut I have no guarantee that they didn\u2019t, because they did it away from me,\u201d he said. \u201cThey took my devices away for a long time, and I don\u2019t know what they did to those devices.\u201d<\/p>\n<p>They were later given back to him.<\/p>\n<p>In a statement, U.S. Customs and Border Patrol spokesman Rusty Payne told <a target=\"_blank\" href=\"https:\/\/www.vermontpublic.org\/\" rel=\"noopener\">Vermont Public<\/a> the agency &#8220;follows strict policies and directives when it comes to searching electronic media.&#8221; He added that such searches &#8220;are rare,&#8221; and &#8220;highly regulated.&#8221;<\/p>\n<p>Chavarria said the experience was intimidating.<\/p>\n<p>\u201cI just had to act as calm as possible and pretend that everything was normal because clearly every time I attempted to ask a question I was met with a lot of aggression and irritated answers and intimidation,\u201d he said.<\/p>\n<p>By the time he was finally released, Chavarria was able to reunite with his husband. Taken on Feb. 20, 2020. \" width=\"1000\" height=\"668\"   data-eio=\"p\"\/><\/p>\n<p>Lucio Vasquez\/Houston Public Media<\/p>\n<p>People walking through a terminal at Houston\u2019s George Bush Intercontinental Airport.<\/p>\n<p>Chavarria had previously completed CBP&#8217;s <a target=\"_blank\" href=\"https:\/\/www.cbp.gov\/travel\/trusted-traveler-programs\/global-entry\" rel=\"noopener\">Global Entry<\/a> program, designed for frequent international travelers to move more quickly through security when returning home to the United States. As he boarded a new flight, he learned his status in the program had been revoked, and he received an email saying his Global Entry status had been revoked with a single bullet point saying that he did not meet eligibility requirements.<\/p>\n<p>Chavarria said he still has no answers regarding why he was singled out for interrogation.<\/p>\n<p>\u201cWe\u2019re still asking and wondering,\u201d he said. \u201cWe have no idea what has changed. We have suspicions. We can take guesses, but we have not been told by the authorities why that was.\u201d<\/p>\n<p>Chavarria said now he\u2019s giving second thought to future international travel, including Nicaragua, where his mother and siblings live. However, in a way, he\u2019s glad this happened to him so he can speak out and alert the immigrant community.<\/p>\n<p>\u201cThere are many people who are U.S. citizens who migrated into the United States and have followed the law, have followed the steps, and have acquired citizenship much like me,\u201d he said. \u201cAnd we used to believe that holding a U.S. passport and being a U.S. citizen guaranteed us certain protections and respecting of certain rights, but no longer, apparently.
