Thousands of miles of century-old pipes in desperate need for repair run under the streets of Los Angeles<\/a>, making the threat of another catastrophic water main burst a frightening reality.<\/p>\n

The explosion under Sunset Boulevard <\/a>this week has become the latest warning that Los Angeles\u2019 aging infrastructure is reaching a breaking point. <\/p>\n

The disaster sent 17 millions of gallons rushing through the streets of West Hollywood \u2014 destroying homes, cars and businesses.<\/p>\n

City leaders caution similar failures will continue unless decades of deferred maintenance happens.<\/p>\n

\u201cFor 50 years we\u2019ve effectively been kicking the can down the road on maintenance, deferring and deferring until everything is breaking,\u201d Councilmember Katy Yaroslavsky told The California Post.<\/p>\n

LA has approximated 7,400 miles of pipes<\/a> running under its streets. Approximately 30% of those pipes are more than 80 years old, according to the Los Angeles Department of Water and Power.<\/p>\n

Yaroslavsky helps oversee Los Angeles\u2019 roughly $15 billion annual budget<\/a> as chair of the City Council\u2019s Budget and Finance Committee, and has repeatedly warned the city must invest in its aging infrastructure before small problems become costly disasters.<\/p>\n

The Sunset Boulevard rupture this week involved a 36-inch riveted steel trunk line installed in 1916 \u2014 the same year Woodrow Wilson was President of the United States.<\/p>\n

\u201cOur infrastructure just isn\u2019t built for what we\u2019re facing, and it\u2019s old,\u201d Yaroslavsky added.\u00a0<\/p>\n

LADWP replaces about 45 miles of aging pipeline each year, but with thousands of miles still in service, officials acknowledge it will take decades to modernize the entire system.<\/p>\n

In the past six years, the city has paid more than $194 million to settle thousands of claims involving dangerous street conditions. michellenbcla\/Instagram<\/p>\n

LADWP earmarked $803.8 <\/strong>million in its 2026-27 budget<\/a> to modernize its aging water system, including $590.1 million to replace deteriorating water mains and $213.7 million for repairs and maintenance. LADWP responds to three or four water main breaks per day, according to its website.<\/p>\n

The city also faces an estimated $4 billion backlog to repair crumbling streets and sidewalks, along with another $2 billion needed to modernize its aging sewer network after decades of deferred maintenance.<\/p>\n

\u201cThe DWP water main break is just one example of a much larger infrastructure problem that we have to address. It\u2019s mostly Band-Aids right now instead of a comprehensive, proactive fix,\u201d Yaroslavsky said.<\/p>\n

\u201cWe\u2019ve got tens of billions of dollars in deferred maintenance across streets, sidewalks, parks, sewers and storm drains, all while we\u2019re spending huge sums on settlements after failures occur.\u201d<\/p>\n

Yaroslavsky argues Los Angeles\u2019 current budgeting process makes long-term fixes difficult.\u00a0<\/p>\n

That\u2019s why City Hall is asking voters to approve a sweeping Charter amendment in November <\/a>that supporters say would overhaul how Los Angeles plans and pays for major infrastructure projects.<\/p>\n

Mayor Karen Bass has championed the effort, <\/a>arguing the city must end its \u201cad hoc\u201d approach to maintaining roads, pipes and other public assets.<\/p>\n

The measure would require Los Angeles to adopt a long-term capital infrastructure plan, move to a two-year budget cycle, streamline parts of Public Works and modernize contracting rules that supporters say have slowed projects and driven up costs.<\/p>\n

The current failing infrastructure is costing the city in more ways than one.<\/p>\n

The Los Angeles City Council recently approved a $20 million settlement<\/a> after a 13-year-old Boyle Heights kid lost part of his leg when he was struck by a motorcycle while crossing in a marked crosswalk.\u00a0<\/p>\n

The lawsuit argued Los Angeles failed to address longstanding safety hazards at the intersection. After the crash, the city installed a pedestrian-activated traffic signal.<\/p>\n

The city has paid more than $194 million to settle <\/a>thousands of claims involving dangerous street conditions in the last six years, according to the City Controller\u2019s liability claims dashboard.<\/p>\n

\u201cWe need a real capital infrastructure plan that actually gets funded, contracting reform so we\u2019re not overpaying, and long-term funding that allows us to fix the places most at risk before they fail,\u201d Yaroslavsky added.<\/p>\n

\u201cThis isn\u2019t rocket science. It\u2019s coming up with a plan, putting money aside every year and being disciplined about it. That\u2019s how you restore people\u2019s faith in government, when people experience a city that actually works.\u201d<\/p>\n
