The Maricopa County Office of the Medical Examiner ruled drowning the cause of death, police said.<\/p>\n<p class=\"text | article-text text-start\">Investigators said the case was closed and no arrests were made. Police also said they were not recommending any charges.<\/p>\n<p class=\"text | article-text text-start\">A man who lived at the complex saw the boy in the water, not moving, on July 19 just after 1 p.m. on Colter Street, <a href=\"https:\/\/www.google.com\/maps\/place\/1031+W+Colter+St,+Phoenix,+AZ+85013\/@33.5124316,-112.0886982,17z\/data=!3m1!4b1!4m6!3m5!1s0x872b12db0be62199:0xf45fb1c2ba3e089d!8m2!3d33.5124272!4d-112.0861233!16s%2Fg%2F11c4qsvpd8?entry=ttu&amp;g_ep=EgoyMDI2MDYxNi4wIKXMDSoASAFQAw%3D%3D\" rel=\"nofollow noopener\" title=\"https:\/\/www.google.com\/maps\/place\/1031+W+Colter+St,+Phoenix,+AZ+85013\/@33.5124316,-112.0886982,17z\/data=!3m1!4b1!4m6!3m5!1s0x872b12db0be62199:0xf45fb1c2ba3e089d!8m2!3d33.5124272!4d-112.0861233!16s%2Fg%2F11c4qsvpd8?entry=ttu&amp;g_ep=EgoyMDI2MDYxNi4wIKXMDSoASAFQAw%3D%3D\" target=\"_blank\">north of Camelback Road, near 11th Avenue<\/a>, and called 911. Then the boy\u2019s father arrived.<\/p>\n<p class=\"text | article-text text-start\">Firefighters said no one knew CPR, so the dispatcher walked the adults through what to do.<\/p>\n<p class=\"text | article-text text-start\">The boy was taken to the hospital, where he later died.<\/p>\n<p class=\"text | article-text text-start\">The situation was too much for the father, who was also taken to the hospital in stable condition.<\/p>\n<p class=\"text | article-text text-start\">It was unclear how long the boy was in the water.
