That seat has remained vacant since his passing.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Voters are split over whether the redistricting plan empowers or disadvantages their communities.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Coalition districts were originally drawn to give minority communities a stronger voice in Congress. Some now question whether they remain effective, while others see the effort to redraw them as a political power grab.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt was a long time ago \u2014 over 70 years,\u201d said Shari Newton, Senate District 13 Chair. \u201cAt the time, these districts helped minorities elect someone they all supported. But things are different now.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><b>SEE ALSO:<\/b> <a href=\"https:\/\/www.click2houston.com\/news\/local\/2025\/07\/25\/congressional-candidate-isaiah-martin-arrested-at-state-capitol-during-protest-on-redistricting\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.click2houston.com\/news\/local\/2025\/07\/25\/congressional-candidate-isaiah-martin-arrested-at-state-capitol-during-protest-on-redistricting\/\">UH graduate, Congressional candidate Isaiah Martin, arrested after being dragged out of redistricting meeting in Austin<\/a><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThis redistricting is a consequence of the Voting Rights Act being gutted,\u201d said voter Joshua Poindexter. \u201cIf you\u2019re going to argue fairness, every district should be redrawn by an independent commissioner.\u201d<\/p>\n<p>Fears of Political Loss \u2013 and Hopes for Change<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Democratic voters worry that the proposed changes could diminish their already limited representation in Congress.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI don\u2019t want it,\u201d said Lydia Jenkins, who traveled from Dallas to testify on behalf of family members that live in a few of the districts cited. \u201cThey\u2019ve taken away everything \u2014 from special education to veteran health. When they redraw these lines to keep power, they silence us.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">On the other hand, some Republican voters say redistricting could bring much-needed change to areas that have struggled with crime and infrastructure issues.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cAfter 20 years living in the Galleria and Sharpstown areas, including Chinatown, nothing has improved,\u201d said voter Helen Zhou. \u201cWe still have one of the highest crime rates in the city. Where is the flood control we voted for in 2018? Where is the safety?\u201d<\/p>\n<p>What\u2019s Next?<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The hearing was scheduled to conclude at 4 p.m., but ran over, as the first 3 hours were used as a time for the committee to speak with members of Congress and notable community members.
