(AFP: William West)<\/p>\n<p class=\"paragraph_paragraph___QITb\">There are just <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-12-03\/australias-oil-refineries-need-government-support-to-compete\/106095796\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106095796\" rel=\"nofollow noopener\" target=\"_blank\">two oil refineries remaining in Australia<\/a>, located in Brisbane and Geelong.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">In 2021, BP closed its oil refinery in Kwinana, south of Perth, which was the country&#8217;s largest.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The ABC understands the pre-feasibility study for the new refinery is part of a $15 billion package from the federal government to secure the nation&#8217;s fuel security and energy sovereignty.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2021-02-11\/australia-loses-another-oil-refinery-risking-fuel-supply\/13139648\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Refining crisis<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The loss of Melbourne&#8217;s Altona refinery, on top of the looming Kwinana closure in Perth, raise fresh concerns about the nation&#8217;s ability to maintain fuel supplies in a crisis, writes Gareth Hutchens.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Just over two decades ago, <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-12-03\/australias-oil-refineries-need-government-support-to-compete\/106095796\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106095796\" rel=\"nofollow noopener\" target=\"_blank\">Australia had eight oil refineries<\/a>. Many then closed after being deemed economically unviable.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Cook appointed a Fuel Supply State Controller in March to respond to fuel supply issues in WA amid the Middle East war.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In April, <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-04-01\/wa-government-emergency-powers-fuel-supply-chain-information-\/106522788\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106522788\" rel=\"nofollow noopener\" target=\"_blank\">the WA government said it would invoke emergency powers<\/a>, forcing fuel companies to share supply chain information. \u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The government said the move would ensure it could allocate fuel where it was needed most, which included regional WA.\u00a0<\/p>\n<p>&#8216;Doing everything we can&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">In a statement, Mr Albanese said the federal government was working to ensure it could meet future challenges, beyond conflict overseas.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The longer war in the Middle East goes on, the greater the impact on Australia will be,&#8221; he said, adding his government would &#8220;do everything we can to shield Australia from the worst effects&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Last week, the Commonwealth government confirmed <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-07-25\/bowen-fuel-supply-solid-and-secure-as-prices-climb-again\/106957876\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106957876\" rel=\"nofollow noopener\" target=\"_blank\">the country had 42 days&#8217; worth of petrol, 38 days&#8217; worth of diesel, and 32 days&#8217; worth of jet fuel<\/a>.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Cook said he supported Perdaman&#8217;s efforts to rebuild the state&#8217;s capacity to produce and distribute its own fuel.<\/p>\n<p><img decoding=\"async\" alt=\"A fuel station sign shows petrol 191.9 and diesel 180.9 in red writing\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/07\/237e944902ee5211acdcdc33bcddba4e.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The continued war in the Middle East has been threatening Australia&#8217;s fuel security since February.
