A Phoenix woman says she initially thought someone at her door was making a package delivery. Instead, it was a process server delivering a speeding citation.<\/p>\n

PHOENIX \u2014 A Phoenix woman says she was surprised when someone dressed like an Amazon delivery driver knocked on her door last week.<\/p>\n

Instead of delivering a package, the man was there to serve her with a photo radar speeding ticket.<\/p>\n

Myranda Young was caught speeding by one of Phoenix’s new photo enforcement cameras several months ago. She said she noticed the camera flash while driving to the gym but didn’t think much of it.<\/p>\n

Then came the knock at her door.<\/p>\n

“I was under the impression that it was an Amazon delivery,” Young told 12News.<\/p>\n

Instead, she said the man identified himself as someone working on behalf of the City of Phoenix to deliver a citation.<\/p>\n

“He then stated he was actually with the City of Phoenix, and that he was there to let me know that I needed to pay for my speeding ticket,” Young said.<\/p>\n

Under Arizona law, drivers are not required to respond to a photo enforcement ticket that is simply mailed to them. However, once a citation is personally served, motorists are legally required to respond.<\/p>\n

Young said the process server told her she should have already received the citation in the mail before leaving the paperwork at her door.<\/p>\n

“He was like, ‘Well, you should have gotten it in the mail, but here, I’m going to leave this at your door,'” she recalled.<\/p>\n

Phoenix began issuing citations in late March after activating 17 photo radar cameras throughout the city as part of an effort to reduce speeding and traffic crashes.<\/p>\n

The city does not collect the fines directly. That responsibility belongs to Mesa-based Verra Mobility, the company that administers Phoenix’s photo enforcement program.<\/p>\n

According to the City of Phoenix, Verra Mobility receives $20 for each citation it successfully collects, creating a financial incentive to ensure tickets are served when drivers do not respond to mailed notices.<\/p>\n

Young said she wasn’t upset about being held accountable for speeding. Instead, she questioned the appearance of the person delivering the citation.<\/p>\n

“I’ve never been served before,” she said. “But it was just a little off-putting for me that he was coming in a blue vest that was very similar to an Amazon delivery driver as opposed to maybe a vibrant yellow.”<\/p>\n

The citation carries a $250 fine.<\/p>\n

“Now, I’m stuck with my $250 speeding ticket,” Young said.<\/p>\n

In a statement to 12News, a City of Phoenix spokesperson said the photo safety program is not intended to generate revenue.<\/p>\n

“It operates on a cost-recovery system where the citations offset the costs to City staff and vendors. The program is designed to change driver behavior, supplementing traffic enforcement efforts by Phoenix Police and complementing the City’s other Vision Zero strategies,” the statement said. “We encourage drivers to stay within posted speed limits and resolve any photo safety citation with the court.”<\/p>\n

Verra Mobility did not respond to multiple requests for comment from 12News.<\/p>\n
