The video then cuts to the man squaring off against the sea lion again, and kicking at it multiple times as the bystanders laugh more. At least one of the kicks appears to hit the sea lion as it runs away and eventually jumps into the ocean.<\/p>\n<blockquote class=\"instagram-media\" style=\"background: #FFF; border: 0; border-radius: 3px; box-shadow: 0 0 1px 0 rgba(0,0,0,0.5),0 1px 10px 0 rgba(0,0,0,0.15); margin: 1px; max-width: 540px; min-width: 326px; padding: 0; width: calc(100% - 2px);\" data-instgrm-captioned=\"\" data-instgrm-permalink=\"https:\/\/www.instagram.com\/reel\/DbJf-e3uklx\/?utm_source=ig_embed&amp;utm_campaign=loading\" data-instgrm-version=\"14\">\n<\/blockquote>\n<p>The NOAA posted a statement on Friday, July 24, saying it is investigating the video but had no information beyond what\u2019s seen in the footage.<\/p>\n<p>\u201cSea lions are federally protected under the Marine Mammal Protection Act (MMPA). Actions or attempts to harass, harm, pursue, feed, capture, injure, restrain (no matter how temporarily), or kill may be punishable through fines or jail time,\u201d the agency added.<\/p>\n<p>San Diego Police say they were not called in to\u00a0 investigate the incident, but Mayor Todd Gloria stepped in over the weekend and requested that local police review the footage while the NOAA pursues its investigation.<\/p>\n<p>\u201cI\u2019ve seen the video of a man striking a sea lion at Point La Jolla,\u201d <a href=\"https:\/\/www.cbs8.com\/article\/news\/local\/mayor-calls-for-san-diego-police-help-as-sea-lion-kicking-investigation-continue\/509-f86232b7-f830-4ebd-bc36-e3437fcc1ef9\" rel=\"nofollow noopener\" target=\"_blank\">Gloria said.<\/a> \u201cThis disgusting act of animal cruelty is unacceptable. NOAA is investigating possible federal law violations, and I\u2019ve asked local law enforcement to review the footage as well. We must protect our wildlife.\u201d<\/p>\n<p>Last year, a California man was sentenced to three years in prison after <a href=\"https:\/\/www.cbs8.com\/article\/news\/local\/mayor-calls-for-san-diego-police-help-as-sea-lion-kicking-investigation-continue\/509-f86232b7-f830-4ebd-bc36-e3437fcc1ef9\" rel=\"nofollow noopener\" target=\"_blank\">pleading guilty to beating a pregnant sea lion<\/a> near the Ventura Pier. And a similar incident made international headlines earlier this year when <a href=\"https:\/\/www.theinertia.com\/environment\/igor-lytvynchuks-lawyer-says-he-threw-rock-at-seal-to-save-turtles\/\" rel=\"nofollow noopener\" target=\"_blank\">a Washington man threw a large rock at Lani,<\/a> the Hawaiian monk seal that is beloved in the Maui community. Igor Lytvynchuk was visiting Maui when the incident occurred, and it didn\u2019t take long for his identity to be leaked and his businesses to receive a wave of bad reviews online. The Seattle-based businessman pleaded not guilty in May and is currently banned from Hawaiian beaches as he awaits a timeline for his trial.
