Pliego, in a green jersey, laid flowers at the memorial for Salgado Araujo.<\/p>\n<p>One of the witnesses to the fatal shooting of <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/politics\/immigration\/2026\/07\/17\/557351\/lorenzo-salgado-araujo-houston-ice-shooting\/\" rel=\"nofollow noopener\" target=\"_blank\">Lorenzo Salgado Araujo<\/a> at the hands of a federal agent was released from U.S. Immigrations and Customs Enforcement (ICE) detention Wednesday, under a federal judge&#8217;s order from two days earlier.<\/p>\n<p>Federal prosecutors, in a motion filed in court Wednesday, called for the judge to overturn his order that allowed Jose Trinidad Rojas Pliego to be released after more than three weeks in custody, arguing the ruling conflicted with a recent action by a federal appeals court.<\/p>\n<p>Pliego was one of three passengers in Salgado Araujo&#8217;s van when he was fatally shot July 7. All three were detained by ICE shortly afterward. The legal teams for the other two witnesses, <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/politics\/immigration\/2026\/07\/15\/557111\/ice-shooting-houston-lorenzo-salgado-araujo-brother-account\/\" rel=\"nofollow noopener\" target=\"_blank\">Victor Hugo Salgado Araujo<\/a> \u2013 Lorenzo&#8217;s brother \u2013 and Daniel Tirada Pantoja, have filed similar petitions for their release from detention. The three witnesses are immigrants, as was Salgado Araujo.<\/p>\n<p>Sign up for the <a href=\"https:\/\/www.houstonpublicmedia.org\/hellohouston\/\" target=\"_blank\" rel=\"nofollow noopener\">Hello, Houston!<\/a> daily newsletter to get local reports like this delivered directly to your inbox.<\/p>\n<p>The witnesses were traveling with Salgado Araujo on their way to a construction site in North Houston for work, when the shooting occurred during what ICE called a &#8220;<a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/politics\/immigration\/2026\/07\/07\/556478\/houston-ice-shooting-death-east-end\/\" rel=\"nofollow noopener\" target=\"_blank\">targeted enforcement operation<\/a>.&#8221; An ICE spokesperson claimed in a statement that Salgado Araujo tried to ram officers with his vehicle and one of them fired in self-defense. The three passengers have all <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/politics\/immigration\/2026\/07\/10\/556770\/ice-shooting-houston-lorenzo-salgado-araujo-passengers-dispute-dhs-account\/\" rel=\"nofollow noopener\" target=\"_blank\">refuted ICE&#8217;s account<\/a>, according to their attorneys. The New York Times later reported that none of the men in the vehicle were ICE&#8217;s intended targets.<\/p>\n<p><strong>RELATED: <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/politics\/immigration\/2026\/07\/24\/557917\/ice-shooting-houston-hearing-democrats-congress\/\" rel=\"nofollow noopener\" target=\"_blank\">Congressional Democrats demand ICE reforms in wake of Lorenzo Salgado Araujo\u2019s killing in Houston<\/a><\/strong><\/p>\n<p>Pliego was reunited with his family Wednesday afternoon, according to videos posted on social media by one of his attorneys, Hugo Balderas-Ibarra. The videos showed Pliego embracing his loved ones.<\/p>\n<p>The first stop Pliego made after leaving the Montgomery Processing Center in Conroe was the memorial at the scene of the shooting in Houston&#8217;s predominantly Latino <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/civil-rights\/protests\/2026\/07\/10\/556779\/ice-shooting-houston-east-end-activism-history-lorenzo-salgado-araujo\/\" rel=\"nofollow noopener\" target=\"_blank\">East End<\/a>.<\/p>\n<blockquote class=\"instagram-media\" style=\"background: #FFF; border: 0; border-radius: 3px; box-shadow: 0 0 1px 0 rgba(0,0,0,0.5),0 1px 10px 0 rgba(0,0,0,0.15); margin: 1px; max-width: 540px; min-width: 326px; padding: 0; width: calc(100% - 2px);\" data-instgrm-permalink=\"https:\/\/www.instagram.com\/reel\/DbZlO4UkqiU\/?utm_source=ig_embed&amp;utm_campaign=loading\" data-instgrm-version=\"14\">\n<\/blockquote>\n<p>&#8220;He wanted to go and pay tribute to \u2013 pay respects to \u2013 his former boss and longtime friend, Lorenzo,&#8221; Balderas-Ibarra said in a video posted to his social media page.<\/p>\n<p>A video of Pliego at the memorial, captured by KHOU, shows him laying flowers at the site on Canal Street and speaking briefly in Spanish. He told reporters there he wants justice for Salgado Araujo, a <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/local\/2026\/07\/10\/556720\/lorenzo-salgado-araujo-family-ice-shooting-houston-medical-examiner\/\" rel=\"nofollow noopener\" target=\"_blank\">52-year-old father of three<\/a>, and that he misses him. <\/p>\n<p>Balderas-Ibarra says Pliego is asking for privacy and space to grapple with the shooting.<\/p>\n<p>&#8220;He wants time to mourn and really grasp everything and spend time with his family,&#8221; the attorney said.<\/p>\n<p><b>Federal prosecutors challenge release order<\/b><\/p>\n<p>The same day Pliego was released, prosecutors filed a motion to stay the federal judge&#8217;s order to release him pending an appeal.<\/p>\n<p>The motion had no immediate impact on Pliego as U.S. Judge Keith Ellison had not ruled on it as of Wednesday night, court records show. According to his lawyers, Pliego is allowed to remain out of detention unless the judge or a higher court rules in the federal prosecutors&#8217; favor.<\/p>\n<p>In the filing, submitted to the court by the newly-appointed U.S. Attorney for the Southern District of Texas, <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/court\/2026\/07\/10\/556733\/texas-aaron-reitz-us-attorney-southern-district\/\" rel=\"nofollow noopener\" target=\"_blank\">Aaron Reitz<\/a>, prosecutors cite a recent case, Rodriguez v. Ortega, in which the 5th U.S. Circuit Court of Appeals recently vacated its own ruling by a panel of justices that an immigrant in that case was entitled to due process and could not be held in mandatory detention without a hearing. That ruling was stayed so it could be reconsidered by the full court of justices. Prosecutors argued that Pliego&#8217;s case aligns with the action by the higher court. <\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-558270\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/07\/rojas-pliego-from-hugo-IG-832x1000.jpg\" alt=\"from hugo balderas IG  JOse Trinidad Rojas Pliego after release\" width=\"832\" height=\"1000\"   data-eio=\"p\"\/><\/p>\n<p>Courtesy Hugo Balderas<\/p>\n<p>Jose Trinidad Rojas Pliego, left, after being released from Immigration and Customs Enforcement detention on July 29, 2026.<\/p>\n<p>One of the immigration attorneys working on Pliego&#8217;s case told Houston Public Media they will file an opposition to the motion by the end of this week, adding that many of the arguments made by the prosecutors were already addressed by Ellison in his Monday order. <\/p>\n<p>Cesar Espinosa, the co-founder and executive director of FIEL Houston, an immigrant rights advocacy group, said his organization is calling for Pliego and the other witnesses to be protected.
