The program, <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2026\/04\/28\/2-k-home-based-providers-wary-of-joining-networks\/\" rel=\"nofollow noopener\" target=\"_blank\">which could be Mamdani\u2019s most operationally complex campaign promise<\/a>, is set to <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2026\/06\/02\/mamdani-childcare-2-k-applications-open-what-parents-need-to-know\/\" rel=\"nofollow noopener\" target=\"_blank\">launch this fall with 2,000 free seats<\/a> in a handful of neighborhoods. Families are expected to receive offers on Aug. 4. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">City officials did not say why Hawkins is stepping down and declined to make her available for an interview. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cOver the last few years, Deputy Chancellor Simone Hawkins was a leader in making New York City more affordable and accessible for working families,\u201d schools Chancellor Kamar Samuels said in a statement. Sign up for our free newsletter to join them.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Brooklyn City Council member Lincoln Restler framed the news as an \u201cenormous loss\u201d for the early childhood education system, noting Hawkins was responsive to his concerns and helped open <a href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2026\/04\/mayor-mamdani-nyc-children-open-seven-formerly-vacant-early\" rel=\"nofollow noopener\" target=\"_blank\">vacant childcare centers<\/a> the city was paying for. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cI\u2019ve seen the (Education Department) bureaucracy eat good people alive,\u201d he said. \u201cDeputy Chancellor Hawkins was one of the few people who could tame it.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Other advocates said she helped shore up the division after former Mayor Eric Adams made <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2024\/06\/28\/eric-adams-nyc-city-council-announce-budget-agreement-early-childhood-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">cuts to preschool programs for 3-year-olds<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cWe appreciate the work that Simone has done over the past two years to strengthen early childhood education,\u201d said Randi Levine, policy director at Advocates for Children, including \u201cshoring up 3-K and making sure it would be here to stay permanently.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Hawkins was <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2024\/07\/26\/simone-hawkins-deputy-chancellor-early-childhood-replaces-kara-ahmed\/\" rel=\"nofollow noopener\" target=\"_blank\">appointed deputy chancellor by former Chancellor David Banks in 2024<\/a>. She assumed the role as the division had long struggled to pay providers on time, undergone a <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2022\/9\/15\/23355527\/nycs-pre-k-workers-programs-say-theyre-in-limbo-after-reorganization\/\" rel=\"nofollow noopener\" target=\"_blank\">bumpy staffing shakeup<\/a> by Hawkins\u2019 predecessor, and was <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2026\/07\/29\/mamdani-administration-relaxes-preschool-curriculum-mandate\/\" rel=\"nofollow noopener\" target=\"_blank\">rolling out a controversial curriculum mandate for early childhood programs<\/a> that city officials recently loosened. Early childhood advocates and elected officials praised Banks\u2019 decision to appoint her. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Her portfolio includes the city\u2019s universal pre-K programs for 3- and 4-year-olds as well as subsidized programs for infants and toddlers. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Hawkins has held multiple roles in the city\u2019s Education Department. She served as the chief executive for operations in the early childhood division in 2022, but resigned eight months into the role <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2022\/10\/25\/23423601\/new-york-city-pre-kindergarten-preschool-official-exits-payment-delay-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">shortly after testifying at a City Council hearing that focused on late payments to providers<\/a>.
