That type of pollution, emitted from sources such as vehicles, <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/environment\/2025\/10\/30\/534593\/harris-county-secure-legal-win-against-tceq-over-grace-periods-for-concrete-plants\/\" rel=\"nofollow noopener\" target=\"_blank\">concrete batch plants<\/a> and other industrial facilities, has been linked to respiratory and heart disease.<\/p>\n<p>The ruling comes after several environmental groups and government agencies, including Harris County, sued the EPA.<\/p>\n<p>Sign up for the <a href=\"https:\/\/www.houstonpublicmedia.org\/hellohouston\/\" target=\"_blank\" rel=\"nofollow noopener\">Hello, Houston!<\/a> daily newsletter to get local reports like this delivered directly to your inbox.<\/p>\n<p>In an interview with Houston Public Media on Thursday, interim Harris County Attorney Abbie Kamin praised the ruling \u2014 which could force Texas\u2019 environmental regulators to take action to reduce air pollution in the region.<\/p>\n<p>&#8220;Under the Clean Air Act, EPA has to set certain standards for particles, including soot,&#8221; she said. &#8220;And what was happening was EPA wasn\u2019t enforcing its own rules.&#8221;<\/p>\n<p>In a statement, the EPA said it is reviewing the ruling.<\/p>\n<p><a href=\"#pdfjs-viewer-skip\" class=\"screen-reader-text\">Skip to PDF content<\/a><\/p>\n<p>Under the Biden administration, the EPA <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/energy-environment\/2024\/02\/07\/476822\/harris-county-is-now-violating-newly-revised-federal-air-quality-standards\/\" rel=\"nofollow noopener\" target=\"_blank\">decreased the regional PM 2.5 thresholds<\/a> from 12 micrograms per cubic meter to 9 micrograms. Harris County\u2019s air quality has not complied with either federal standard for soot pollution in recent years.<\/p>\n<p>From 2023 to 2025, Harris County averaged 12.8 micrograms of PM 2.5 per cubic meter, according to the EPA. That amount of air pollution is in violation of both the new and old federal air quality standards, though the county has not yet been designated as a nonattainment zone.<\/p>\n<p>The EPA previously was set to designate nonattainment zones for the stricter PM 2.5 standards by February of this year.
