{"id":986780,"date":"2026-08-07T13:09:31","date_gmt":"2026-08-07T13:09:31","guid":{"rendered":"https:\/\/www.europesays.com\/us\/986780\/"},"modified":"2026-08-07T13:09:31","modified_gmt":"2026-08-07T13:09:31","slug":"the-streamline-city-of-san-diegos-new-e-bike-rules-take-effect","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/986780\/","title":{"rendered":"The Streamline: City of San Diego&#8217;s new e-bike rules take effect"},"content":{"rendered":"<p><b>Here is what you need to know in the August 7, 2026, Streamline newsletter:<\/b><\/p>\n<ul>\n<li>San Diego\u2019s new e-bike regulations officially take effect today, just days before students head back to school.<\/li>\n<li>A teenage gunman in Thailand allegedly killed his grandparents and at least five others in a deadly attack at a high school.<\/li>\n<li>Hidden perks included with an Amazon Prime membership could help subscribers save hundreds of dollars.<\/li>\n<\/ul>\n<p>    <b>THE STREAMLINE<\/b><\/p>\n<p><b>WATCH \u2014 ABC 10News brings you The Streamline for Thursday, Aug. 7 &#8212; everything you need to know in under 10 minutes:<\/b><\/p>\n<p>The Streamline: Friday, Aug. 7<\/p>\n<p>    <b>TOP STORY<\/b><\/p>\n<p>The City of San Diego will begin enforcing new electric bike regulations on Friday, joining Carlsbad and Chula Vista in adopting stricter rules for certain e-bike riders across the county.<\/p>\n<p>The timing comes just before San Diego Unified students return to school next week, giving families the weekend to review the updated rules ahead of Monday\u2019s commute.<\/p>\n<p>Under San Diego\u2019s ordinance \u2014 <a class=\"Link\" href=\"https:\/\/www.10news.com\/news\/local-news\/san-diego-city-council-approves-suite-of-e-bike-regulations\" rel=\"nofollow noopener\" target=\"_blank\">which was approved in June<\/a> \u2014 children younger than 12 are no longer allowed to ride e-bikes. The regulations also strengthen existing helmet requirements and limit passengers to bikes specifically built with an additional seat for more than one rider.<\/p>\n<p>First-time offenders can choose to complete an e-bike safety course instead of paying a $25 fine.<\/p>\n<p>City leaders say the changes are aimed at improving safety as e-bike-related injuries continue to increase. According to Rady Children\u2019s Hospital, <a class=\"Link\" href=\"https:\/\/www.10news.com\/news\/local-news\/san-diego-news\/san-diego-considers-new-e-bike-rules-after-childrens-injury-data-shows-dramatic-rise\" rel=\"nofollow noopener\" target=\"_blank\">doctors treated 262 traumatic e-bike injuries in 2025<\/a>, with crashes now becoming the leading cause of emergency trauma visits at the hospital.<\/p>\n<p>In Carlsbad, where similar rules took effect in March, police have issued 20 citations, 53 written warnings, and impounded 40 e-bikes and e-motos. Officials there say reckless or unsafe riding is the most common violation.<\/p>\n<p>San Diego Unified officials say they are partnering with school police to educate students and help enforce the new rules during the upcoming school year.<\/p>\n<p>    <b>MICROCLIMATE FORECAST<\/b><\/p>\n<p>    <b>Coasts<\/b><\/p>\n<p>    <b>Inland<\/b><\/p>\n<p>    <b>Mountains<\/b><\/p>\n<p>    <b>Deserts<\/b><\/p>\n<p>    <b>BREAKING OVERNIGHT<\/b><\/p>\n<p>            <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/08\/1786108171_906_.png\" alt=\"thailand_school_shooting_080726_ap.png\"  width=\"900\" height=\"675\"\/><\/p>\n<p>Sakchai Lalit\/AP<\/p>\n<p>        A schoolgirl cries outside her school where deaths and injuries were reported after a shooting in Thailand&#8217;s Nonthaburi province, Friday, Aug. 7, 2026.<\/p>\n<p>NONTHABURI, Thailand (AP) \u2014 A student shot several people at a high school outside Bangkok on Friday morning, killing at least five and wounding several others, according to authorities, who said the gunman also appeared to have separately killed his two grandparents.<\/p>\n<p>The shooter then took his own life, officials said.<\/p>\n<p>Five school staff members, including teachers and administrators, died in the shooting around 10 a.m. at Debsirin Nonthaburi School in Nonthaburi province northwest of Bangkok, Deputy Interior Minister Polapee Suwunchwee said at the scene.<\/p>\n<p>The shooter also killed his two grandparents at home prior to the school shooting, Polapee said.<\/p>\n<p>Prime Minister Anutin Charnvirakul, speaking after touring the school, confirmed reports that the shooter was 14 years old and killed himself. He said the boy, who lived with his grandparents, had shown signs of stress connected to school.<\/p>\n<p>The gun, described by police as small and compact, was legally registered to his grandfather, he said.<\/p>\n<p>About an hour after the shooting, people stood outside comforting one another as police and first responders walked around the co-educational state school, which has an enrollment of about 3,000 students ranging from 12 to 18 years old.<\/p>\n<p>A witness told reporters that students hid inside a classroom while they heard gunshots from another building before police officers knocked on the door and cleared a way for them to leave the building.<\/p>\n<p>Amporn Niamfuang, who owns a restaurant roughly 50 meters from the school, said the narrow road outside her shop quickly filled with fleeing students after the shooting started.<\/p>\n<p>\u201cAt first I heard just one gunshot, and there was a pause,\u201d Amporn said. \u201cAnd then there were multiple continuous shots.\u201d<\/p>\n<p>\u201cStudents were running scared and pouring onto the street. Young girls were holding each other\u2019s hands and crying. I went inside to hide.&#8221;<\/p>\n<p>Bangyai Hospital, about 5 kilometers (3 miles) from the school, said 23 people were wounded and 10 were in critical condition, with most suffering gunshot wounds. Earlier reports gave conflicting casualty numbers.<\/p>\n<p>The school said all classes will be suspended from Aug. 10-14, and school staff are instructed to work from home in that period.<\/p>\n<p>    Police find grandparents dead at family home<\/p>\n<p>After the school shooting, police went to the home of the shooter\u2019s grandparents but the door was locked and there was no response to their calls, regional police Commander Wattana Yeejeen said.<\/p>\n<p>Officers broke the door lock and found both the grandparents had died of apparent gunshot wounds, Wattana said.<\/p>\n<p>Police spokesperson Trairong Piwpan said the boy appeared to have shot his grandparents first before attending school as normal. After the class had started for a while, the boy began shooting from inside his classroom, before walking out and continuing shooting.<\/p>\n<p>He said the boy fired more than 20 shots and more than 30 rounds were found on him after he shot himself.<\/p>\n<p>Several family members of the alleged shooter, including his uncle and sisters of the grandfather who were at the family home while police investigated, said he usually kept to himself and was a good student.<\/p>\n<p>The family members said they were unaware of any troubles he faced at home or school.<\/p>\n<p>    Thailand has high rate of gun owners<\/p>\n<p>Thailand has one of the highest rates of gun ownership in Asia, second only to Pakistan but far surpassing its Southeast Asian neighbors.<\/p>\n<p>Data collected in 2017 by the groups Small Arms Survey and GunPolicy.org in their last extensive international study found civilian gun ownership in Thailand was about 15.1 guns per 100 people, compared with less than one per 100 in neighboring Malaysia.<\/p>\n<p>Thailand had 3.49 deaths by firearms per 100,000 people, according to 2023 statistics published by World Population Review. That puts it well behind parts of Latin America and the Caribbean, but relatively high in Asia.
