{"id":989841,"date":"2026-08-08T22:33:15","date_gmt":"2026-08-08T22:33:15","guid":{"rendered":"https:\/\/www.europesays.com\/us\/989841\/"},"modified":"2026-08-08T22:33:15","modified_gmt":"2026-08-08T22:33:15","slug":"preston-road-and-royal-lane-800-million-development-advances-to-dallas-city-council","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/989841\/","title":{"rendered":"Preston Road and Royal Lane $800 million development advances to Dallas City Council"},"content":{"rendered":"<p>\t\t\t\t<img fetchpriority=\"high\" decoding=\"async\" aria-describedby=\"caption-attachment-96455\" class=\"wp-image-96455 size-full\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/08\/GFFDESIGNCOVER.jpg\" alt=\"\" width=\"1536\" height=\"864\"  \/><\/p>\n<p id=\"caption-attachment-96455\" class=\"wp-caption-text\">Photo courtesy of GFF Design<\/p>\n<p>After more than three hours of intense debate over a proposed $800 million mixed-use development at the southwestern corner of Preston Road and Royal Lane, the project passed the Dallas\u2019 City Plan and Zoning Commission and will now head to City Council.<\/p>\n<p>The planning commission recommended approval of a request from developer Leland Burk and partner Gerald Stool\u2019s Greenway Investment Co. to increase the maximum building height at the site to <a href=\"https:\/\/prestonhollow.advocatemag.com\/2026\/06\/10\/pepper-square-2-0-update-proposed-preston-hollow-towers-lowered-after-city-council-meeting\/\" rel=\"nofollow noopener\" target=\"_blank\">240 feet<\/a>. Current zoning permits buildings up to 54 feet.<\/p>\n<p>The commission voted 10-4 in favor, with Joanna Hampton, Alicia Serrato, Jack Kocks and Kathy Coffman opposing. Tabitha Wheller-Reagan was absent from the vote.<\/p>\n<p>Under the new plans, the project would include:<\/p>\n<ul>&#13;<\/p>\n<li style=\"font-weight: 400;\" aria-level=\"1\">50 or fewer condos and no more than 150 hotel rooms<\/li>\n<p>&#13;<\/p>\n<li style=\"font-weight: 400;\" aria-level=\"1\">About 175 apartments<\/li>\n<p>&#13;<\/p>\n<li style=\"font-weight: 400;\" aria-level=\"1\">A 12-story office tower<\/li>\n<p>&#13;<\/p>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Multiple restaurants and retail spaces<\/li>\n<p>&#13;\n<\/ul>\n<p>On the proposed development\u2019s south side, the height would be confined to 54 feet for the first 50 feet before increasing. The development would also include a half-acre public green space, and the group plans to plant at least 200 trees on the site.<\/p>\n<p>Of the 283 property owners aware of Thursday\u2019s vote, 261 said they opposed the project, while eight said they were in favor. A petition brought forth by Reform Dallas had more than 4,500 signatures opposing the development.<\/p>\n<p>Approximately 30 residents spoke against the project, with many being members of Preserve Preston Hollow.<\/p>\n<p>Doug Hazelbaker, a former Plano planning commissioner and spokesperson for Preserve Preston Hollow, commented on the proposed height.<\/p>\n<p>\u201cWe are in support, 100%, of this corner developing. The uses are fine. The height needs to come down,\u201d Hazelbaker said.<\/p>\n<p>Oak Lawn Committee President Adam Murphy, who was part of the much smaller group in support of the project, shared his thoughts.\u00a0<\/p>\n<p>\u201cWe should not confuse height with harm. Dallas cannot say it wants more housing, more tax revenue, better infrastructure and world-class development [and] reject a development of all four,\u201d he said.\u00a0<\/p>\n<p>At the end of the meeting, Kathy Coffman of District 12 encouraged opponents of the development to continue organizing.<\/p>\n<p>\u201cAfter this experience, I am sure you will do things better in the future,\u201d Coffman said. \u201cBut, I don\u2019t want you to give up the fight.
