There are tents, bedding, a wrought-iron love seat, a shoe rack sporting about 20 pairs of assorted footwear, along with discarded clothes, bottles and food wrappers, spread between the piers, the ramp itself a kind of awning offering shade on a blistering hot Friday morning.<\/p>\n<\/p>\n<p>Only a few residents are present as two police officers and an outreach worker, Jomo Brown, approach.<\/p>\n<p>\u201cI\u2019ve met you before,\u201d Brown greets a tall, muscular young man like a long-lost friend. \u201cAre you going to let me help you today?\u201d<\/p>\n<p>Brown and the officers are the advance team for the <a href=\"https:\/\/www.audacy.com\/kywnewsradio\/news\/local\/philadelphia-office-homeless-services-clear-encampments\" target=\"_self\" rel=\"nofollow noopener\">weekly encampment cleanups<\/a> conducted by the Office of Homeless Services (OHS).<\/p>\n<p>The process includes posting notices at the sites, alerting residents to services, posting the locations and dates of cleanups on social media, and, on the advertised day, sending a team to try to coax any remaining residents into shelters or services before a trash truck comes in to clear away anything left behind.<\/p>\n<p class=\"shortcode-media shortcode-media-rebelmouse-image\"> <img loading=\"lazy\" decoding=\"async\" id=\"07b71\" data-rm-shortcode-id=\"32963c8a5ae381b555e2ab1567130a42\" data-rm-shortcode-name=\"rebelmouse-image\" class=\"rm-shortcode rm-lazyloadable-image \" lazy-loadable=\"true\" src=\"data:image\/svg+xml,%3Csvg%20xmlns='http:\/\/www.w3.org\/2000\/svg'%20viewBox='0%200%201600%20900'%3E%3C\/svg%3E\" data-runner-src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/08\/trash-left-behind-at-an-encampment-site.png\" width=\"1600\" height=\"900\" alt=\"\"\/> Trash left behind at an encampment site.Pat Loeb\/KYW Newsradio<\/p>\n<p>The pattern was set with the first encampment resolution on Kensington Avenue in 2018, a monumental effort that took months of planning. Now, it\u2019s become routine, but an increasingly important tool as <a href=\"https:\/\/www.audacy.com\/kywnewsradio\/topic\/cherelle-parker\" target=\"_self\" rel=\"nofollow noopener\">Mayor Cherelle Parker<\/a> pursues the ambitious goal of virtually ending <a href=\"https:\/\/www.audacy.com\/kywnewsradio\/topic\/homelessness\" target=\"_self\" rel=\"nofollow noopener\">street homelessness<\/a>.<\/p>\n<p>The city is adding shelter beds so that one is available any time someone wants to come in. People may still choose to live on the street, but Parker is aiming for \u201cfunctional zero,\u201d meaning episodes of homelessness are rare, brief and nonrecurring. He gathered his belongings into a shopping cart and left.<\/p>\n<p>The second stop, under I-95, was a little more promising. The young man Brown first approached was open to help.<\/p>\n<p>\u201cI could use a meal,\u201d he told Brown.<\/p>\n<p>\u201cWe can take you somewhere where they serve breakfast and lunch,\u201d Brown said.<\/p>\n<p>\u201cI could use shelter, too, a roof over my head.\u201d<\/p>\n<p>\u201cI can help with that,\u201d Brown replied.<\/p>\n<p>The four others on the site presented a bigger challenge. They were two married couples. Couples are hard to place. Most shelters use large rooms with multiple beds and separate men and women. The relatively few spaces for families are prioritized for women with children.<\/p>\n<p>One woman said she and her husband were willing to be in separate rooms if they can be in the same shelter, but she was skeptical it would happen.<\/p>\n<p>\u201cWe\u2019ll just set up camp somewhere else,\u201d she said. \u201cThere\u2019s always going to be a new place, a new home, keep moving, and a couple weeks, this\u2019ll be right back open. That\u2019s what we do all the time. As proof, she pointed to the results of Brown\u2019s efforts under I-95. He found beds and persuaded all five of the remaining residents to take them.<\/p>\n<p>\u201cI feel great,\u201d the single young man said. \u201cIt takes out the majority of everything I typically worry about during the course of the night. The thing about being homeless is the security issue. I worry about if your things are safe, if you wake up and your things going to be there. I tend to lose a lot of sleep.\u201d<\/p>\n<p>He hopes to find a job that pays more than his occasional off-the-books gig as a construction helper.
