{"id":99475,"date":"2025-07-28T13:35:13","date_gmt":"2025-07-28T13:35:13","guid":{"rendered":"https:\/\/www.europesays.com\/us\/99475\/"},"modified":"2025-07-28T13:35:13","modified_gmt":"2025-07-28T13:35:13","slug":"wyndham-city-council-referred-to-ibac-as-mp-claims-tens-of-millions-flushed-down-the-toilet-on-failed-it-project","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/99475\/","title":{"rendered":"Wyndham City Council referred to IBAC as MP claims tens of millions &#8216;flushed down the toilet&#8217; on failed IT project"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">A council in Melbourne&#8217;s booming outer south-west has been referred to the state&#8217;s anti-corruption watchdog over a failed IT project worth tens of millions of dollars.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The issue emerged when representatives from Wyndham City Council faced a fiery parliamentary committee hearing into fraud and corruption controls in local government.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Labor&#8217;s MP for Point Cook, Mat Hilakari, questioned whether the council did enough to inform ratepayers about the cost blowout, which he put at $69 million.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But the council defended its transparency, saying information about the project was publicly available.<\/p>\n<p>Computer cost blowout<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In 2018, the council appointed tech company Oracle Australia to provide software that could combine council functions on one platform.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It was supposed to be a $20 million project, taking two years.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But four years later, the project was running nearly $20 million over budget. So the council terminated the contract and engaged a new company, TechnologyOne, to do the work.<\/p>\n<p><img decoding=\"async\" alt=\"An aerial picture of Point Cook's skyline, with rows and rows of homes and Melbourne's CBD in the background\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/4840f92df702be3b041e6e66fb02c983\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Wyndham council is located in one of Melbourne&#8217;s fastest growing corridors.\u00a0 (ABC News)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Hilakari told the inquiry he estimated the cost blowout for the entire project at nearly $70 million.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;I would put it at probably around $69 million in overruns, and this hasn&#8217;t been publicly disclosed until this point in time, is that right?&#8221; he asked.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The council&#8217;s chief executive, Stephen Wall, said he would take the issue of the cost on notice.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;But that sounds excessive,&#8221; he said.<\/p>\n<p>Questions around transparency<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Hilakari asked why the failure of the original project, and the cost overrun, had not been communicated to ratepayers.<\/p>\n<p><img decoding=\"async\" alt=\"hilakari\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/941b933191b7b65564e0061759691848\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Mat Hilakari has asked the council why it did not disclose the cost overrun of its IT project to ratepayers. (ABC News)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Whose decision is it not to disclose these things to the public?&#8221; he asked.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Wyndham Deputy Mayor Josh Gilligan said financial decisions were all available, but said no-one had asked about them.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;I just take particular umbrage with the question that suggests that we were not or were somehow not wanting to disclose cost variation to a major project,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;I just completely dispute that.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Wall agreed.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;All of council&#8217;s financial transactions are transparent,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The ABC understands another Wyndham councillor, Robert Szatkowski, has made a referral to Victoria&#8217;s Independent Broad-based Anti-corruption Commission, IBAC, for matters that relate to the IT project. \u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The ABC has contacted IBAC for comment. (ABC News: Danielle Bonica)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;You would agree that cost overruns on a state level of hundreds of millions of dollars occur, on the regular?&#8221; he asked.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;And we&#8217;re very transparent about that,&#8221; Mr Hilakari said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;As we are,&#8221; Cr Gilligan insisted.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Well then you&#8217;d better tell me where the project fail of Oracle and the tens and tens of millions of dollars of ratepayer funds that were flushed down the toilet to be frank, where was that publicly disclosed?&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Wall said he would take that on notice, but said there was a clear business case and a tender process, and that the current IT project was a success.<\/p>\n<p>Questions over Point Cook money<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Wyndham council is <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-06-15\/wyndham-council-criticised-for-diverting-funds-from-point-cook\/105414644\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105414644\" target=\"_blank\" rel=\"noopener\">facing backlash for diverting funds from developers<\/a> in Point Cook to be used elsewhere in the municipality.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Cr Gilligan told the hearing the council had a prerogative to spend money raised from Point Cook developments in another location.<\/p>\n<p><img decoding=\"async\" alt=\"An aerial shot of a massive housing development underway at Point Cook \" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/69c09f39b8fa76801b8a90fd173ea873\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The council has the choice to spend money from Point Cook developments in other locations, a councillor has said.
