Photo by Martin do Nascimento, CalMatters<\/p>\n<p>One of California\u2019s largest health care providers said it will stop providing gender-affirming surgeries for patients under 19 beginning Aug. 29 \u2014 a move that was criticized by members of the LGBTQ community and praised by parental rights groups.<\/p>\n<p>Kaiser Permanente serves 12 million patients in eight states, including more than 9 million in California. In a statement, the health care giant cited actions by President Donald Trump\u2019s administration to restrict gender-affirming care, including <a href=\"https:\/\/www.justice.gov\/opa\/pr\/department-justice-subpoenas-doctors-and-clinics-involved-performing-transgender-medical\" rel=\"nofollow noopener\" target=\"_blank\">issuing subpoenas<\/a> to doctors and clinics that provide care to transgender youth.<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>Kaiser:<\/strong> \u201cAfter significant deliberation and consultation with internal and external experts including our physicians, we\u2019ve made the difficult decision to pause surgical treatment for patients. \u2026 All other gender-affirming care treatment remains available.\u201d<\/li>\n<\/ul>\n<p>Kaiser\u2019s move follows decisions by two other California hospitals to limit transgender health services: Children\u2019s Hospital Los Angeles, which closed its health clinic for <a href=\"https:\/\/www.latimes.com\/california\/story\/2025-07-23\/childrens-hospital-los-angeles-ends-transgender-care-program\" rel=\"nofollow noopener\" target=\"_blank\">transgender youth last week<\/a>; and Stanford Medicine, which paused services <a href=\"https:\/\/www.kqed.org\/science\/1997491\/stanford-scales-back-trans-care-for-minors-amid-federal-crackdown\" rel=\"nofollow noopener\" target=\"_blank\">earlier this month<\/a>.<\/p>\n<p>Some members of the California Legislative LGBTQ Caucus expressed disappointment in Kaiser\u2019s policy while slamming the federal administration.<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>Assemblymember <\/strong><a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/christopher-ward-35497\" rel=\"nofollow noopener\" target=\"_blank\"><strong>Christopher Ward<\/strong><\/a>, a San Diego Democrat and chairperson of the caucus, in an email to CalMatters: \u201cWhile we recognize the impossible position Trump\u2019s threats have put Kaiser in, it\u2019s devastating that yet another barrier now stands between families and the care they know their children need. \u2026 It\u2019s simply cruel.\u201d<\/li>\n<\/ul>\n<p>Jonathan Zachreson, a Roseville school board member who <a href=\"https:\/\/calmatters.org\/education\/k-12-education\/2024\/12\/california-forced-outing-lgbtq-new-laws-2025\/\" rel=\"nofollow noopener\" target=\"_blank\">led an unsuccessful campaign last year<\/a> to require California schools to notify parents if their children identified as transgender, told CalMatters that Kaiser\u2019s decision was \u201ca win for California and the nation.\u201d<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>Zachreson:<\/strong> \u201cThis is protecting kids from mutilation. \u2026 It\u2019s been very positive and we\u2019re grateful for the federal actions that have taken place.\u201d<\/li>\n<\/ul>\n<p><strong>Lawsuit tracker:<\/strong> CalMatters is tracking the lawsuits California is filing against the Trump administration. <a href=\"https:\/\/calmatters.org\/politics\/2025\/01\/california-trump-lawsuits\/\" rel=\"nofollow noopener\" target=\"_blank\">Check them out here<\/a>.<\/p>\n<p>Other Stories You Should Know<\/p>\n<p>Trump withholds AmeriCorps funding<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"519\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/091214_AmeriCorp_AP_CM_01.jpg\" alt=\"The backs of people wearing grey shirts with the AmeriCorp logo on it as they stand and raise their right hands up during a swearing-in ceremony.\" class=\"wp-image-470618\"  \/>New AmeriCorps volunteers are sworn in for duty at a ceremony on the South Lawn of the White House in Washington, D.C. on Sept. 12, 2014. Last week the state <a href=\"https:\/\/oag.ca.gov\/system\/files\/attachments\/press-docs\/Maryland%20v.%20AmeriCorps%2C%20No.%2025-cv-01363%20-%20Am.%20Compl.%20.pdf\" rel=\"nofollow noopener\" target=\"_blank\">amended<\/a> one of its lawsuits against the federal government, saying AmeriCorps is withholding millions of dollars in congressionally-appropriated funds for new projects that were scheduled to start this summer.\u00a0<\/p>\n<p>It\u2019s the latest development in a months-long saga. In April the Department of Government Efficiency, better known as DOGE, pushed the federal volunteer service agency to slash programs, effectively laying off more than 5,600 California public service workers and leaving the schools that depend on AmeriCorps in a lurch.\u00a0<\/p>\n<p>A few months later, a judge ordered AmeriCorps to temporarily reinstate California\u2019s programs until the lawsuit is concluded. Despite the court order, only about half of those workers <a href=\"https:\/\/calmatters.org\/education\/k-12-education\/2025\/07\/americorps-california\/\" rel=\"nofollow noopener\" target=\"_blank\">have actually returned to finish their jobs<\/a>, CalMatters reported.<\/p>\n<p>Now, many of the new AmeriCorps programs, which typically start in July or August, are unable to access their next round of funding.\u00a0<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>California Attorney General Rob Bonta<\/strong>, <a href=\"https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-bonta-challenges-trump-administration%E2%80%99s-withholding-americorps\" rel=\"nofollow noopener\" target=\"_blank\">in a statement<\/a>: \u201cLast month, I secured a court order stopping the illegal dismantling of AmeriCorps. \u2026 But now, President Trump is trying a different, yet similarly, illegal tactic to withhold funding.\u201d<\/li>\n<\/ul>\n<p>The federal government has yet to respond to the amended lawsuit.<\/p>\n<p>Janitorial services company settles<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"519\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/072525-Janitors-JC-AP-01-CM.jpg\" alt=\"Two janitorial workers using rags to scrub the walls and doors of a school hallway. Photo by Jeff Chiu, AP Photo<\/p>\n<p><strong>From CalMatters economy reporter <\/strong><a href=\"https:\/\/calmatters.org\/author\/levi-sumagaysay\/\" rel=\"nofollow noopener\" target=\"_blank\"><strong>Levi Sumagaysay<\/strong><\/a><strong>:<\/strong><\/p>\n<p>CleanNet USA sold janitorial franchises to Californians using unfair and deceptive practices, then misclassified janitors and denied them employment rights such as minimum wage and reimbursement for supplies, the state alleged last week after an investigation by the attorney general\u2019s office.\u00a0<\/p>\n<p>The national company and its four California operators in the Bay Area, Sacramento, Southern California and San Diego must pay $1.7 million in restitution to more than 200 workers and $150,000 in civil penalties under a settlement with the state.\u00a0<\/p>\n<p>The company must change its franchising business model and will be prohibited from selling franchises to sole proprietors or entities with fewer than two employees. It will also be monitored by the state Justice Department for at least three years to prove it\u2019s complying with the settlement, which is pending court approval.\u00a0<\/p>\n<p>The settlement says CleanNet denies all allegations.
