PC Harper’s killers to stay in jail as PM announces early release scheme changes
When it emerged that two of PC Andrew Harper’s killers could be freed by an expansion of the prisons early release scheme, there were passionate calls for the government to intervene.
For weeks Andy Burnham resisted, saying prison overcrowding couldn’t be solved any other way.
Today, he found a way. PC Harper’s family say they are grateful for the change of heart – but that campaigning for it has been traumatic.
