Kotecha calls the reaction \u201cpathetic\u201d and argues that officials should not feel intimidated by the display of England\u2019s national flag.<\/p>\n<p>\u201cThis stuff is rife across the Whitehall system,\u201d Kotecha claims, questioning the culture within government departments and the attitudes of civil servants towards national symbols.
