Hello,
bellow is a handwritten message behind a photo intended for my great-grandma. The bottom message is in Slovenian which for me was easy to deduct what it says, however the upper message seems to be an adress in Austria and I just can’t figure out what it says. Thank you in advance for your help!

And what do you see on the picture?
Could it be its a picture from Roman on the french / german borders in 1919 adressed to your grandmother Selinie?
Than the very first word might be something like “dear” in a foreign language
