He means he wants Ukraine to surrender. That’s all it has ever been about. A tenuous peace doesn’t help his goal of open business with Russian oligarchs. He wants Ukraine to lay down and surrender territory all in exchange for very vague and unenforceable security guarantees.

I’m beginning to think this Putin character doesn’t want peace.
Trump does not live in reality.
He thinks whatever he says in a given moment “makes” reality, similar to the way scripted or scenario-based “reality TV” works.
edit: he has always been this way, but he’s only gotten worse as (a) his power, ego, and profile have grown; and (b) his mental condition has arguably deteriorated in ways that are likely medical
