  8. I think it's too little too late. Even if they made huge strides in solving the problem it is just too late. It's like being in a marriage that the other person made promises to change and make progress only to leave the spouse on the receiving end frustrated and feeling ignored. Then after many years go by and the spouse has had enough and wants a divorce then the promises start coming true! Human beings aka citizens are not just endless vessels of patience and understanding. When they have had enough they will move on to find some peace and sanity. No one wants to live waiting for the other shoe to drop because that has happened too many times.
